With the development of the society, more and more people realize the importance of the preschool education in the development of children, which is the beginning and foundation of the education for all-around development. In the pre-schooling stage, public kindergartens and private kindergartens co-exist.And because of the institutional system,in the public kindergartens, there are non-budgeted teachers, who, with the teachers in the private kindergartens, are the important components and even play a major role in some areas. Therefore,it is vital to focus on their job satisfaction, make comparison between the two groups and put forward the measurements and suggestions from the perspectives of the kindergartens, administrative departments and society. In the kindergartens, the faculties are mainly composed of female teachers,of whom the young and middle-aged are the backbone. With the increase of age and work years, the non-budgeted teachers become less.In the public kindergartens, the teachers from cities are a bit more than those from the villages, but in the private kindergartens,it is reverse.People with bachelor degree or above prefer to work in the public kindergartens. Most of teachers major in pre-schooling,and the ratio of the teachers without pre-schooling education in the public kindergartens is higher than that in the private ones.In the public kindergartens, less than a quarter of teachers participate in evaluation and appointment of professional titles, not to mention that in the private ones. The incomes of the non-budgeted teachers are comparatively low and the management and payment of social insurance is not enough, which results in the relatively low social security. The survey proves that in Tangshan the job satisfaction is in the medium-high level generally and not only the non-budgeted teachers in public kindergartens but teachers in private ones are satisfied with their work.At the same time, the two groups express similar satisfaction, especially in terms of ages, working years, marital status, origin of students, academic qualifications, major, signing contracts and social insurance. And the differences among them are subtle. In the statistic, the lowest average value belongs to the pressure and the highest is working conditions. When it comes to the career identity, working conditions and teaching resources, the teachers in the private kindergartens are more satisfied than those in the public kindergartens and the differences are obvious. In terms of individual demand, management, working abilities and pressure, teachers in the private kindergartens are more satisfied, but the difference is subtle. For the colleague relationship, more satisfaction belongs to the teachers in the public kindergartens but the difference is not obvious.Although the satisfaction is in the medium-high level, there are still problems in the teacher arrangement and educating activities, for instance, the comparatively lower salaries and the unreasonable evaluation in professional titles. It is essential to solve the problems and improve the job satisfaction of the teachers and the pre-school education.
