"Economic growth" and "full employment" have always been the overall goal of macroeconomic development and related to national development and the vital interests of the people.Since the tenth five-year plan,with the continuous advancement of industrial upgrading,China's economy has maintained about double-digit rapid growth every year.However,economic prosperity and development lack a coordinated employment growth model,and the employment situation remains grim.The introduction of the “new normal” will inevitably intensify the severe employment situation,and supply-side reform will once again push the issue of labor employment to a new height.The economic development of the five northwestern provinces of our country lags behind.Although the growth rate is relatively fast,the development is still at a disadvantage because of the backwardness of the foundation.In order to respond to the coordinated development strategy of the country,we must pay more attention to employment issues.As the carrier of labor employment,the industrial sector will break the original combination of production factors and form a new combination of factors,thus affecting the allocation of labor in different industries.Therefore,we must pay greater attention to industrial upgrading,accelerate the steady growth of employment,and achieve the overall goals of “economic growth” and “full employment”.This has very important practical significance for the development of five provinces and regions in northwest China.This paper takes the five provinces and regions in northwest China as the main research scope,adopts a combination of normative analysis and empirical analysis,and has mainly done three tasks.First of all,summarizing domestic and foreign scholars' research on industrial upgrading,clarifying the connotation of industrial upgrading,and defining it from the three levels of the overall industrial development level,industrial structure upgrading,and industrial value creation ability.Second,the qualitative analysis of industrial upgrading and employment of the five provinces in the northwest was conducted.Finally,based on Cobb Douglas' s production function,a basic labor force employment model was established.Combined with the connotation of industrial upgrading,the basic labor force employment model was expanded.The fixed effect panel data estimation model and the LSDV method adopted panel calibration standard error(PCSE)were used to empirically analyze the effect of industrial upgrading on labor employment from 2001 to 2016 in the five provinces in northwest China.The results show that the overall level of industrial development has a significant positive effect on the employment of labor;the intensity of changes in the industrial structure has an inhibitory effect on employment;the direction of changes in the industrial structure can promote the employment of labor;technological progress will promote the employment of the labor force,and technological progress in the secondary industry will promote the workforce.Employment,technical progress in the tertiary industry will inhibit labor employment.This article defines the connotation of industrial upgrading and expands the basic employment model.Comprehensive qualitative and quantitative analysis,in terms of industrial upgrading and labor employment,this paper puts forward specific countermeasures and suggestions for the development of the five provinces and regions in northwest China.
