With the establishment of China's socialist market economic system,China's industrial structure has been greatly adjusted,the development and upgrading of industrial structure has become the only way for China's industrial development.The existing literature shows that there is a complex relationship between the industrial structure and the employment structure which contains inhibits and promotes coexistence.As a country with a relatively late development of the industry,China's primary labor force accounts for a large proportion of the employment of the three industries.With the development of China's economy and industrial structure,China's industrial structure and employment structure have undergone tremendous changes,the continuous development of the social economy and the further improvement of people's quality of life,the main contradictions in our society have also changed,the main contradiction has shifted to the development that does not match the needs of the people.At present,China is in the new normal stage of the economy,the growth rate of the economy has begun to slow down,china urgently needs to adjust the industrial structure to maintain a stable and rapid economic development.Employment is the foundation of people's livelihood,and the premise of people living and working in peace and contentment,when the industrial structure is upgraded,the quality of the labor force required by the industry will change accordingly,the change in the quality of the labor force requires long-term accumulation and training,so the employment structure will lag behind the industrial structure,and the problem between industrial upgrading and the employment structure of the labor force will be Highlighted.Therefore,this paper mainly studies the relationship between the adjustment of the three industries and the matching of the three industries and the employment of labor.This paper first analyzes the current situation of China's industrial upgrading and labor employment market.It has drawn significant progress in China's industrial transformation and upgrading.However,compared with developed countries,China?s industrial structure is still lagging behind.China's labor population fell Labor costs are rising The insufficient supply of skilled talents and so on Secondly,this paper discusses the China's industrial structure upgrade effect to labor participation rate of,labor mobility pattern,Labor mobility and employment structure,And we especially analyzed the impact of college graduates.It is found that the upgrading of industrial structure will affect the labor participation rate,Changing the pattern of labor mobility,changing employment situation Require workers to have higher employment skills and Industrial structure upgrading is both an opportunity and a challenge for college graduates.Then quantitatively analyzes the four economic indicators of employment structure deviation,employment elasticity,comparative labor productivity and industrial structure and employment structure correlation in three industries.Then,this paper uses the four economic substitution indicators commonly used in labor economics to analyze the deviation,elasticity,comparative labor productivity and correlation of industry and employment,then analyzes the correlation between the three industries and employment structure in China,the sensitivity of the employment structure of the three industries to the changes in output value,and the degree of deviation between the three industries and the employment structure of labor in China,found that the industrial structure of China and the employment structure of labor force do not match.Finally,based on the previous analysis,obtained the conclusion that China's industrial structure and employment structure do not match.combined with the actual situation analysis of the conclusions,came up with Rational adjustment industrial structure,Accelerate the development of modern service industry and high-tech industry,Standardize vocational education and optimize university education Establish a unified labor market system and a unified household registration system Increase investment in human capital and establish government vocational training institutions Suggestion.
