In recent years,with the implementation of "one fee system" in compulsory education and the concretization of "lightening the burden" measures,pupils' in-school time has been strictly controlled.Although the phenomenon of arbitrary charges and students' overloaded burden have been alleviated,it has led to the supervision problem of pupils after school.Therefore many cities such as,Nanjing,Beijing,Guangzhou,Qingdao and so on have begun to explore and solve the problem of after –school care among primary and middle school students,and carry out the pilot work of the flexible school time.The results are positive.On March 2,2017,the Ministry of Education issued "The Guiding Opinions On Improving After-School Service For Primary and Secondary School Students”,and encouraged primary and secondary schools to carry out after-school hosting service actively.Changchun city of Jilin province actively implemented the spirit of documents of ministry of education,and began to carry out the pilot job of after-school care among primary school on March 2017(also called" bud plan ").Based on the existing research of after-school care problems,we take four representative primary schools as research objectives,using research methods such as interview and observation to investigate the objects.These survey findings indicate that the parents of pupils have urgent need for after-school care,and the problem of difficulty in regulation among pupils are solved by this measure.However,because this activity starts late and the operation time is short,there are still some shortages existing,such as the misunderstanding of policy definition and orientation,lack of legal guidance,the hosting content and rationality need to be strengthened,the school teachers are inadequate,etc.The following suggestions are made according to the analysis of the survey results: The government should formulate comprehensive laws and regulations,and set up the custody education legislation,It should also establish a multiplex supervision and evaluation system,increasing the input of special funds,and encourage the development of after-school custody.Schools should establish a flexible,rational and orderly curriculum system,and build a combination of on-campus and after-school custody teachers,which can give custodial teachers spiritual and material rewards in both directions.Parents also need to cooperate actively.The cooperation of all parties will contribute to the development of a more standardized and institutionalized orientation of this new thing after school.
