The university archives are rich in collections,including the school's historical changes,scientific research achievements,faculty and student files,etc.,carrying various records of the school's various activities in different periods,and are a witness to the school's historical development.In 2017,the establishment of a list of world-class universities and first-class academic universities in my country marked an important step in the construction of "double-first-class" universities in China,and also put forward higher requirements for the work of archives in "double-first-class" universities.Therefore,the "double first-class" college archives should improve the user rights norms,fully protect user rights,improve service quality and level,and promote the development of my country's college archives.This paper takes the archives of colleges and universities in my country's "double first-class" universities as a sample,and studies the rights norms of the users of the archives of "double first-class" universities through case analysis,network investigation,and comparative analysis.The research content is theoretically based on the six aspects of archives user privacy rights norms,time and space protection rights norms,participation rights norms,education rights norms,archive utilization rights norms,and right to know norms.Elaboration and comparative research.The author discovered the gains and losses of the user rights norms of university archives through online research,telephone consultation,and email consultation,and put forward suggestions for improvement.This article points out that the content of the user rights norms of the “Double First Class” college archives is relatively comprehensive,but there are still many deficiencies,such as the lack of user privacy statements and the imperfect user privacy norms;the service length is not standardized.The user's right to guarantee time needs to be improved;there is less interaction between the archives and the user,and the user's right to participate is not perfect;the research and teaching content is lacking,and the user's right to education is not perfect;the file use method is not perfect,and the user file use right is not standardized Perfect;lack of service commitment,imperfect description.Therefore,it is recommended that "double-first-class" university archives strengthen the protection of user privacy and improve user privacy rights;formulate a reasonable service time guarantee mechanism and improve user space and time guarantee rights;formulate a comprehensive user participation mechanism to improve user participation rights;pay attention to Archives cultural education and publicity,improve the user's right to education norms;improve the user's file utilization system to protect the user's file utilization rights;formulate service commitments,improve the user's right to know norms.
