Research On The Construction For Quality Assurance System Of Higher Vocational Education In Shaanxi Province

Higher vocational education in Shaanxi province has accounted for half of higher education,and has made important contributions to the training of high-quality skilled personnel required for modern industry.However,in recent years,the phenomenon of“difficulty in employment” for graduates of higher vocational colleges and the phenomenon of “difficulty in recruiting workers” for enterprise technical personnel have become increasingly prominent,which has a direct impact on the healthy and sustained economic development.The main reason is that the level of higher vocational education is relatively low,and the ability to serve economic and social development is limited.Therefore,pay attation to the quality and quality management of higher vocational education,improving the quality of higher vocational education,and cultivating more highly qualified and skilled personnel suited to the needs of economic development are the primary tasks for promoting the sustainable development of higher vocational education.This article takes this as a starting point,conducts research on the Shaanxi Higher Vocational Education Quality Assurance System,and promotes the established Shaanxi Provincial Higher Vocational Education Quality Assurance System to ensure the effective upgrading of the Shaanxi Provincial Higher Vocational Education Quality Assurance System.This article takes the construction of Shaanxi Higher Vocational Education Quality Assurance System as a guide and following the literature review,theory discussion,status research,empirical reference,countermeasure discussion,summarizing the general idea of the prospect.In the research,the comprehensive quality management and meta-evaluation theories were used,literature research,comparative research and empirical research methods were used to explore the construction path ofthe Shaanxi Provincial Higher Vocational Education Quality Assurance System and focused on the following aspects: First,to clarify high level.The connotation and constituent elements of the quality assurance system for vocational education;second,it analyzes the current situation of the construction of quality assurance system for higher vocational education in Shaanxi Province,and discusses its existing problems and causes;and third,it sums up the path characteristics of quality assurance system for vocational education construction in Britain and Australia and puts forward the quality assurance system of higher vocational education in Shaanxi Province.The main conclusions of the paper are as follows: First,it defines the connotation of the quality assurance system of higher vocational education.It aims to improve the quality of education and teaching,it is based on student development,through real-time monitoring of education and teaching,continuous assessment and feedback are effective to achieve the goal.Secondly,through the collation and analysis of survey data,it is found that the main problems in the quality assurance system of higher vocational education in Shaanxi are: First,the legal system of vocational education is not perfect;second,the lack of third-party evaluation agencies cannot be objective and fair,evaluate the quality of running schools in higher vocational colleges;third,the construction of information platforms is relatively backward,technical means are not in place,and information systems lack the ability to share data in two directions;fourth,higher vocational colleges cannot make good use of assessment results,and diagnostic and reform activities also to be evaluated,the project concluded that there was a lack of accountability and improvement of the assessment itself,which greatly reduced the effectiveness of the assessment.Thirdly,it proposes a construction path for the construction of quality assurance system for higher vocational education in Shaanxi Province.The first is to improve the top-level design and build a pluralistic participation in the external quality assurance system: strengthen institutionalization,improve the laws and regulations of vocational education,open talent bridges,establish a qualification framework for Shaanxi Province,establish professional assessment agencies,promote assessment specialization;meta-analysis analysis model improvement assessment Methods and strategies.The second is to give play to the role of the main body of the organization and establish an internal quality assurance systemwith clear rights and responsibilities: to establish a “five dimensionality and one platform” management mechanism;to speed up the construction of information platform and improve the level of quality management;to strengthen the construction of campus culture and cultivate the concept of quality of self-discipline education;Student evaluation as the main body,teacher-assisted,multi-angle feedback.This paper explores the status quo of the quality assurance system of higher vocational education in Shaanxi Province,analyzes and criticizes its operation status and effectiveness,and improves the quality assurance mechanism of higher vocational education in Shaanxi Province so as to improve the quality of higher vocational education and to cultivate more high-quality education.Cultivating skillfull personnel that promote economic development in Shaanxi.
