Innovation and entrepreneurship education is an important form of education outside of academic education and vocational education,which is called "third educational passes".As the audience and the main body of the innovation and entrepreneurship education,university student need to be better cultivated,this caused attention of the academia and the society.In order to improve the quality of innovation and entrepreneurship education,we need to have a scientific understanding of innovation and entrepreneurship,innovation and entrepreneurship ability of students.There are also problems like what is innovation quality,how to evaluate,how to improve,by this we can better carry out the practice.The research reviewed the relevant study have some problems,such as the basic theory is weak in innovation and entrepreneurship,lack of evaluation and cognitive measurement tools of the students.So it is difficult to measure and improve the innovation and entrepreneurship education.Therefore,it is of great theoretical and practical significance to carry out the evaluation of College Students' innovative and entrepreneurial quality.The innovative entrepreneurship involved in this research is a high level and creative entrepreneurial activity based on innovation,which is also an important feature of the entrepreneurial behavior of the college students.This paper first makes a scientific identification of the core concepts of quality,innovation and entrepreneurship.According to the law and characteristics of college students,innovation and entrepreneurship,the research category and research paradigm of the quality of innovation and entrepreneurship are determined.Second,the core viewpoints of the experts and scholars on the quality of innovation and entrepreneurship are made by using the literature research method.The analysis is carried out and the quality components are identified and explored through expert interviews.Third,on the basis of the analysis of the quality characteristics of the outstanding innovative and entrepreneurial talents,the paper puts forward the ability and characteristics of the students' innovative and entrepreneurial behavior,from the consciousness,thinking,spirit,ability and knowledge.Fourth,based on the research method of psychology,this paper transforms the index system into measurable psychological index,and forms a self rating scale of innovative entrepreneurial quality,and tests its reliability and validity through a questionnaire survey.Then the evaluation scale of university students' innovation and entrepreneurship quality is formed by which the quality of College Students' innovation and entrepreneurship is identified and evaluated.Finally,combined with the current practice ofinnovation and entrepreneurship education in China,it puts forward specific suggestions and measures to improve the quality of innovation and entrepreneurship education.
