Under the background of the country’s modernization of governance capabilities,the reform of internal governance in higher education is also imminent.It is of great significance for colleges and universities to be the grassroots organizations that constitute universities and colleges and improve their governance structure.The establishment of colleges and departments and their relationship of powers and responsibilities are the two most critical and basic issues in the governance of colleges and universities in China.Higher education in Taiwan has formed its own distinctive characteristics.Its level is distinct.Many public universities are among the best in the world.Analyzing the relationship between the establishment of departments and the relationship between powers and responsibilities has important implications for the governance of colleges and universities in mainland China.This study mainly adopts research on policy texts,excavation based on network information data,and comparisons with history and domestic and foreign methods in order to achieve the purpose of research.The public universities in Taiwan are characterized by a small number of colleges and universities,and they are based on the disciplines as the setting basis of the colleges and universities.Different types of public colleges and universities show different characteristics.Specifically,comprehensive public colleges have richer departments and colleges,and are mainly subject-based;professional colleges and universities in technical and vocational colleges have distinct characteristics and give consideration to social needs;and public colleges in normal schools are mainly education colleges,taking into account arts and sciences.The power and responsibility relationship of its departments and schools mainly embodies the rights and responsibilities of governing education according to law,power checks and balances and democratic consultations,professors’ management of schools and teachers,students’ participation and perfect complaints system and so on.Through comparative analysis with history and foreign countries,it was found that public colleges and universities in Taiwan have shown strong historical inheritance in the relationship between the establishment of departments and powers and responsibilities,and their stable relationship between colleges and departments has a profound historical origin.In addition to the historical nature of the undertaking,it also shows the international integration,as well as the modern development and its own uniqueness.There are too many colleges and universities in the governance of colleges and universities in mainland China.The academic capacity is too narrow;the college setting lacks uniform standards and the standardization is not enough;the college setting is complete,ignoring its own characteristics and basic disciplines;School-level powers and responsibilities are too broad;powers and responsibilities are inconsistent and lack effective supervision;and the imbalance between academic power and administrative power,combined with the establishment of colleges and universities in Taiwan and the relationship between powers and responsibilities,the establishment of departments and schools in mainland China must adhere to uniformity and diversity,pay attention to the principles of stability and adaptability,and the unity of functions,etc.In addition,in the relationship of powers and responsibilities,we must improve the system construction with the regulations as the center,improve the explicit power list and the powers and responsibilities supervision mechanism,and realize the coordination of academic power and administrative power.Allocate,coordinate,and negotiate with stakeholders,democratic resolutions.
