Public Opinion is the concentrated reflection of social public opinion,which can play a positive role in social supervision and social progress,but also pose a threat to social stability because of improper handling.At present,our country is in an important strategic period of social development,with the rapid adjustment of interest pattern,the accumulation and prominence of social contradictions,and the drastic change of media form and pattern,all kinds of interest appeals interweave through various media gestation and dissemination,forming a complex situation of public opinion,government departments to enhance public opinion response capacity and water.Peace is imperative.Tax departments are closely related to social economy and individual citizens,and easily become the focus of public opinion.Especially the grass-roots tax departments are the high incidence of negative public opinion.How to effectively deal with public opinion not only tests the ability and level of tax authorities and staff,but also affects the long-term development of the cause of tariff collection.In 2018,after the reform of the tax collection and management system,great changes have taken place in the tax department,and the public opinion situation of the new tax has changed a lot.It is urgent to study new situations and solve new problems from a new starting point.Tax departments,especially the grass-roots tax departments below the county level,need to improve the water of public opinion management to face the increasingly complex situation of public opinion.Taking public opinion management of grass-roots county and district tax departments as the research object,this paper analyses the new situation and challenges faced by tax-related public opinion under the new tax background.Through literature analysis,investigation,case analysis and other research methods,taking M County as an example,on the basis of summarizing the existing problems of tax-related public opinion of grass-roots tax departments,this paper puts forward some suggestions.The promotion strategies and improvement paths of tax-related public opinion management in grass-roots tax departments can provide useful reference for other tax departments to carry out public opinion management,with a view to enhancing the ability of tax departments to defuse public opinion risks and enhance their work quality and credibility.Firstly,this paper defines and analyses the main concepts of public opinion,tax-related public opinion and tax-related public opinion management.Then,under the background of new taxation,it analyses the new situation and challenges faced by tax-related public opinion management since the reform of the tax collection and management system.At the same time,it analyses tax according to the practice of public opinion management in M county and typical tax-related public opinion cases.Finally,with the help of crisis management theory and public opinion management theory,the paper puts forward some suggestions and strategies to improve the level of public opinion management in grass-roots tax departments:first,to build public opinion management mechanism;second,to strengthen the construction of early warning system of public opinion management;third,to mention.Fourthly,we should strengthen tax self-construction.
