The Administrative Reform At Chinese Public Universities On Perspective Of Power

This paper analyzes the administrative reform at Chinese public universities based on the perspective of power. According to the research methodology of the logic of power, the temptation of power, the regulation of power, this paper puts forward to the way of administrative reform at public universities. Due to the differences of ideas, culture background, political systems and educational tradition, the classification of power structure in the field of university is also different. The types of different power structures are not parallel relation, but complex, crisscross of conflict. Though administrative power and academic power have limitations, it provides problem of Chinese public universities and expresses the academic and educational circles’reform requirement of public universities. Based on the rational analysis operational mechanism of Chinese university powers, this paper tries to construct the operational mechanism of the power at universities, that is holding academic standard of public university, administrative power auxiliary academic power and construction of the border guard mechanism university power.Chinese public university is not a rational bureaucracy and not an administrative agency, the essence of bureaucratization is the power anomie. Public universities bureaucrat is the product that from university ration to the unique administrative culture and the culture of power compromise. Therefore, the regulation of power should be the core task of the public university reform, and the regulation with power and culture are the two dimensions of power regulation. In particular, regulation of public university is mainly to make university charter and perfect the structure of corporate governance of public university, earnestly implement the autonomy of public university; culture regulation of power is the return of the ethics of university power, power operation of public university must abide by the principle of the ethics of power system.The administrative reform of Chinese public universities is a complicated process, a systematic engineering, and it couldn’t be accomplished if it relies on a single power or a simple reform thought, we must work together with all stakeholders to make a rational reform plan, pools brains and brawn, all we have done, and we have the possibility to achieve the expectant goal. However, no matter our country public university administrative reform from where to change, change what, how to change, the essence of public university, the rational spirit of university, we must stick to the foundation of the university autonomy, academic freedom and professor govern scholar research.
