A Research On The Layout And Influencing Factors Of New Undergraduate Colleges And Universities

According to the UNESCO data,China entered the stage of popularization of higher education in 2003,and the demand for the development of higher education development shifted from a pursuit of scale to an intrinsic development.The "Opinions on Setting up Colleges and Universities in the Thirteenth Five-Year Plan" put forward the basic principle of "optimizing stocks,making incremental contributions",and will focus shifted to new undergraduate colleges and universities.This research clarifies the value orientation of universities in the origin and development history of higher education,describes the layout of new undergraduate colleges and universities based on data,analyze "Provisional Regulations on the Establishment of Undergraduate Unversities" and other policies,and verify the main factors affecting the layout of new undergraduate colleges and universities through the panel data model.The research found that the layout of higher education has certain rules to follow.From the perspective of the origin and development of the university,the layout of higher education has always been coordinated with the theme of the times.The layout of newly-established undergraduate colleges also follows this pattern.Through data analysis,we found that the number of newly-established undergraduate colleges and universities fluctuates from 2003 to 2016.There is a clear trend in the concentration of newly-established institutions in non-capital cities,prefecture-level cities,and so on.The newly established undergraduate colleges are mainly public institutions.At the same time,the proportion of privately-run colleges and universities continues to increase.In terms of university types,the newly established undergraduate colleges have more than half of the total number of engineering subjects and comprehensive types,and the financial colleges and universities have always occupied a certain status.In general,the newly established undergraduate colleges showed obvious localizationand diversified development trends under the guidance of the main policies introduced by the Ministry of Education.Through policy analysis and panel data model,we have explored and verified that the level of regional economic development and population size are important factors influencing the setup of newly-established undergraduate colleges,with economic factors having a wider range of influence.
