The construction of talent ranks in Colleges and universities is the foundation and guarantee for the quality of higher education,as well as the important starting point and support for structural reform of the supply side of higher education.The strength competition of a country or a region is,in the final analysis,the competition of talents.As an economically underdeveloped western province,Gansu has obviously become the most valuable resource for social and economic development.With the development of the "double class" construction in Colleges and universities,the National University Talent War has been ringing.It has become an urgent problem for colleges and universities in Gansu to attract,stay and use good talents.The construction of talents in Colleges and universities in Gansu and even in the western regions is the most urgent task to protect the valuable talents.It is very important for the local government to analyze the problems and solve the problems between the universities and colleges in Gansu.Based on the performance evaluation theory,the theory of human resources superiority,the theoretical model of the dynamic operation process based on the organization,the Lewin model and the characteristics of individual performance behavior and the new public management theory,this paper,with the help of the performance evaluation theory,the theory of human resources superiority,and the new public management theory,starts with the several dimensions that affect the construction of the talent team and through the important aspects.This paper tries to build a performance evaluation index system of talent team construction with high reliability and validity,and uses the analytic hierarchy process to select and analyze the weights of each index by means of analytic hierarchy process,and makes an analysis on the talents of various colleges and universities in Gansu province.The performance performance of the team construction is compared with the actual evaluation and analysis,and a comprehensive and objective understanding of the relevant situation of the construction of various colleges and universities is made,and the individual differences and common problems are systematically analyzed,and the countermeasures and suggestions are put forward from three aspects of the government level,the university level and the individual individual themselves.Improve the system and mechanism of talent team construction in Gansu universities.
