School district is one of the important practical measures to achieve optimal allocation of educational resources,promote education equity,and balance educational resources in the current compulsory education phase.,through the implementation of school district education,we can effectively realize the superiority and weakness of schools,promote the common development of schools in the school district,and contribute to the overall management of schools in the school district,the balanced development of schools and the connotative development,and promote the implementation of comprehensive education reforms.Based on the relevant policies of the national education reform and the educational development needs of jingxiu district in Baoding,implements the school district management and the implementation process is divided into four stages: the first stage,the government promotes the separation of schools and enterprises.The second stage,the policy is pushed forward,and the branch is organized as a whole.The third stage: substantial promotion,school district running for balance.The fourth stage,deep integration,education alliance promotion.After several years of school district management,the school district of Jingxiu District of Baoding has achieved remarkable results.It has realized the actual promotion of school district education,promoted educational equity,optimized school district layout,and realized the integration of urban and rural areas.Education funding supports the acceleration of school district education,and solves the problem of education equilibrium in Jingxiu district by solving the problems of school facilities and teaching staff.It also promotes the universal benefit of elite schools in the process of integrated school district education.After understanding the current status of balanced development of compulsory education in Jingxiu District of Baoding,40 primary schools and 7 junior high schools in the compulsory education phase of Jingxiu District were selected as the research object.According to the survey results,there are many problems in the school district school of Jingxiu District while achieving a series of achievements.Such as,the administrative system of the district system needs to be improved,the supervision mechanism of the school districts is not running smoothly,and the weak school needs cannot be met.School-based schooling does not take into account the needs of weak school development,and the resource exchange of school-running school teachers is poor.School-based schooling makes schools homogenized,and school-based schooling students have no obvious benefit and so on.The reason lies in the lack of flexibility in the rigid administrative management mechanism of the school district.The model of “management and evaluation” of the school district management makes the evaluation supervision virtually useless.The support of the school district finance for the weak schools is limited.There is a gap between the rules and regulations of the school district and the main stakeholders.Contradictions,school districts are unscientific in management thinking,and there is no long-term planning for school districts.So it is necessary to optimize the school district schooling in Jingxiu District of Baoding.It is necessary to improve the administrative management mechanism,add the supervisory supervision and supervision mechanism for university districts,attach importance to the status of weak schools in the school district,improve the mechanism for the rotation of teachers,and avoid homogenization crisis among member schools.Strengthen the development of school districts in the long-term planning.
