At the end of last century, China has basically achieved the goal of popularization of nine-year compulsory education and effectively protected rights of the majority of school-age children to receive the compulsory education. Since entering into the21. century, economic society has moved rapidly forward. Development differences between regions, urban and rural areas, however, has expanded evidently. Also, the domain of education has experienced a increasingly serious imbalance, which has distinctly shown on such aspects as schooling fundings, conditions, facilities, quality of teachers and education, etc. As it goes:the prosperity of a country depends greatly on education. Education is the best way to improve the comprehensive quality of people, to promote economic development and to achieve national prosperity. The compulsory education, a cornerstone of education, is closely related to the country’s long-term stability. Achieving the educational fairness is thereby an important foundation for realizing social justice. Thus, the balanced development of compulsory education becomes a major issue of commen concerns.2009, Huangzhoug District in Hubei Province was identified as the first test site of promoting the balanced development of compulsory education. One year later, it formally started to implement "country-based" management system. Huangzhou District is though a city center, its fringe areas are a combination between urban and rural, where it has urban as well as rural schools. This allows it to provide more representative case to analyse the balanced development of compulsory education in urban and rural areas, whoes successes and deficiencies are worth studying.In recent years, lots of effort has been put into the promotion of the balanced development of compulsory education in Huangzhou District, and it also made certain achievements, whereas it still remains relatively large gap away from the strategic objectives proposed by the country. There exists great urgent demand for education fairness, in particular for the balanced development of compulsory education. Thereby, this paper analyses the case of the promotion of the balanced development in Huangzhou District, combines it with "county-based" management system, and further analyses the proper route to promote the balanced development of compulsory education in urban and rural areas. It aims to provide useful references for the promotion of "county-based" management system and the balanced development of compulsory education in urban and rural areas.Firstly, the paper starts with detailed statements and analysis of core concepts, research status and findings of domestic and overseas current researches of the balanced development of compulsory education. Following, combined with the practical experiences, this paper states the major problems of compulsory education in Huangzhou District before2010and its improvements afterwards. After the statements of practical situations it analyses the achievement and remaining problems since the implement of a "district-based" management model in Huangzhou District. Finally, in terms of responsibility of government, education department and schools it provides suggestions to promote a good balanced development of urban and rural compulsory education: First, to explore a new model of a smooth transition from "county-based" management system to "provincial coordination" system. Second, to strengthen the management functions of education departments. Third, to ensure that schools take responsibility, and to achieve a good balanced development of urban and rural compulsory education.
