Education is the conscience of society. The constitution of China entitled to every citizen born with the right and obligation of education. However, with the development of economy and the advances of times, the contradictions between the scarcity of high-quality educational resources and educational fairness further highlight. At present, China has basically popularized compulsory education and the right of citizen’s education gets basically protection. Nevertheless, fairness of civic education opportunity is not resolved along; instead, the phenomenon of education uneven development has emerged. But with the development of economy, The people who occupy the more social resources began to fight for the high quality education resources, leading to the citizen education fairness receives serious challenge.All economic levels of development of the inconsistency lead to irrational educational resource allocation. Compulsory education is the cornerstone to the quality of higher education. According to the compulsory education balanced development status, focus on Jiuyuan District of Baotou. Reveals the existing problems, and puts forward the corresponding solutions and suggestions.Comprehensive analysis of the balanced development of compulsory education in the mainstream theory, combined with the actual local situation in Jiuyuan District of Baotou, the author puts forward to solve the problems in the theory of the balanced development of compulsory education, in order to further lay the theoretical foundation to solve the problem.
