With the development of modernization,education has gradually become a concern of the masses,where compulsory education is the basis of education.At present,the resources of compulsory education in China are insufficient and inefficient in terms of total amount and use efficiency.The Nineteenth National Congress has pointed out that our education must be developed in an all-round way.Therefore,rationalizing the allocation of compulsory education resources is of great significance to the coordinated development of education in China.This thesis is based on some city's education statistics database reporting platform under the planning and deployment of some city education bureau,and studies the resource allocation of compulsory education,the purpose of which is to improve the efficiency of resources,and reduce the disparity between the counties and districts.In addition,a multi-objective optimization model based on the indicators is designed to provide an optimal decision plan for resource allocation by artificial raindrop algorithm(ARA).Firstly,based on the research status of educational resources allocation and evolutionary algorithms at home and abroad,the characteristics of this research problem are analyzed,and the corresponding evolutionary algorithm is selected to solve the problem.Secondly,this work takes some city as the research object,and the primary school data as experimental data.From the aspects of human resources,material resources and financial resources,eight indicators was determined as the basic elements for studying the resource allocation of counties and districts in some city.The extremum and variance of eight indicators was calculated to analyze the status of resource allocation based on the actual data.As a result,it has been found that there are three problems with low resource efficiency,large differences between of counties and districts and some indicators do not meet the required standards.Therefore,three objectives of the resource allocation optimization model was proposed to solve these problems.Then,this work builds a corresponding mathematical model based on eight indicators in order to maximize the efficiency of the use of the educational resources,to reduce the differences between counties and to achieve a rational and balanced distribution of educational resources.Moreover,this work add the weight to the optimization model for the allocation of compulsory education resources.The different weights of the various indicators will lead to different configurations of resources.Therefore,it is important to choose appropriate weights for indicators.This work choose entropy weight to calculate the corresponding weight of the indicator.Next,this work gives a detailed design of the optimization model of educational resource allocation based on weight.In addition,the flow of the algorithm,the coding method,the population initialization,the selection of the fitness function,the six operators of the algorithm and the termination conditions are designed in detail.Finally,this work calculate the corresponding weights of the indicators by using the entropy weighting method.Then,the ARA is used to simulate the experiment.A comparative analysis of the allocation of educational resources before and after the experiment confirmed the correctness and rationality of the model proposed in this study.The existing research on the allocation of educational resources is mainly based on cluster,genetic algorithm,and particle swarm optimization and these methods are relatively traditional.This work adopts a mathematical modeling approach and proposes a scientific and effective optimization model for the allocation of the compulsory education resources for practical problems.And a new evolutionary algorithm is used to solve it.There is a certain degree of innovation in research methods.According to the experiment,this work proposes a strategy for optimizing the allocation of educational resources for primary and secondary schools in the city,and proposes a theoretically-supported decisionmaking scheme for optimizing the allocation of educational resources.It is of great significance for our country's education to improve the efficiency of the educational resources,reduce the disparities between counties,reduce the waste of resources,and improve the economic and social benefits of running schools.
