Education is a vital task for the state and the Party.It is an important strategic goal of compulsory education to pursue a high-quality,balanced development of "fair and quality compulsory education".Promoting high-quality development of compulsory education is of great significance to enhancing the core competitiveness of cities and meeting people’s aspirations for a better life.Since the implementation of the Outline of the National Program for Medium-and Long-Term Education Reform and Development,the balanced allocation of educational resources in compulsory education schools across regions has been greatly improved.The allocation of compulsory educational resources has entered an important period from "basic equilibrium" to "quality equilibrium".Balanced allocation of compulsory education resources refers to the rational allocation of educational resources in the compulsory education stage,the realization of standardized construction of schools in the compulsory education stage,the balanced allocation of educational resources such as educational funds,teachers,facilities and equipment,and the narrowing of the educational development level gap between schools,urban and rural areas,and between regions.To ensure that compulsory education schools within the region are generally in a relatively balanced state in terms of school-running fund input,hardware facilities,teacher deployment,school-running level and education quality,so that children in rural and urban areas can enjoy the same quality educational resources,promote equal public services,promote educational equity and social harmony,and build a high-quality and balanced basic public education service system.As an important component of the social public service system,education should make timely and effective adjustment according to the actual situation of the development trend of school-age population,which is also the basis and premise of the balanced allocation of compulsory education resources.After experiencing rapid urbanization,compulsory education in Jinchang has entered a stage of unbalanced and inadequate quality education resources.Meanwhile,problems such as overall resource shortage,regional differences and intra-regional differences have not been completely solved.Based on the theory of resource allocation,the theory of equalization of basic public services and the theory of educational equity,this research studies on the balanced allocation of compulsory education resources in Jinchang from the perspectives of human resources,material resources and financial resources through literature research,investigation and questionnaire.After a comprehensive investigation of relevant materials,data and survey results,it is found that there are some problems in the allocation of compulsory education resources in Jinchang,such as unreasonable distribution of compulsory education schools,insufficient allocation of high-quality education resources and unbalanced allocation of human resources.On this basis,the paper analyzes the factors that restrict the high-quality,balanced development of the allocation of compulsory educational resources in Jinchang from the aspects of grasping the changing trend of the school-age population in the future,allocating compulsory educational resources scientifically,mobilizing social forces and optimizing the construction of teachers.On this basis,the paper analyzes the factors that restrict the high-quality and balanced development of the allocation of compulsory education resources in Jinchang from the aspects of grasping the changing trend of school-age population,increasing the investment of compulsory education funds,optimizing the management policy of teachers,updating the concept of balanced allocation of compulsory education resources and so on.The paper proposes that we should attach importance to the population change,establish the education system of "following people",continuously increase the investment in education,strengthen the reform of the supply side of compulsory education,perfect the allocation mechanism of compulsory education teacher resources,establish a scientific concept of balanced allocation of compulsory education resources,and formulate a scientific system of balanced allocation of compulsory education resources.Hope to provide theoretical support for the balanced development of compulsory education resources allocation in Jinchang.
