The Study Of The Block And Countermeasures In The Rural Compulsory Education Of Pingshun County

The development of rural compulsory education is an important cornerstone of social progress.The healthy development of rural compulsory education has great significance for promoting the overall cultural,educational level and economic,social development in Ping Shun county.The execution of education policy is an important part of transforming policy content into policy results.Therefore,whether the execution of compulsory education policy is reasonable and effective,or not,whether block occurs,has a significant impact on the effectiveness of educational policy.This paper selects Pingshun County of Shanxi province as the study object,basing on Public Choice theory and educational policy implementation theory etc.,by using the method of questionnaire investigation and other methods,to do the research of Pingshun County's development of compulsory education and the implementation of the related policy,and then found the blocks and the reasons in the compulsory education policy implementation.At last,we can put forward the countermeasures to resolve the blocks.The study of this paper is divided into five parts:The first part mainly includes the first chapter and the second chapter.The first chapter is the introduction.It mainly combs the research background,significance and research status on the implementation of education policy and so on.The second chapter is the basic theory of the implementation of education policy.This part firstly defines the connotation of educational policy implementation and its block,then this paper will use some theories in detail,which can laid a solid theoretical foundation of the basic framework of the thesis;The second part introduces Pingshun County's of compulsory education development and the policies from three aspects of infrastructure,teachers and funding;and then it expounds the forms,the harm and the reasons of Pingshun County rural compulsory education policy implementation block.The main form of education policy implementation block includes the symbolic execution,selective execution,aAdditional execution,mechanical-execution and replacement-execution.The third part expounds that the hazards mainly includes three points:damaging the target group's interests,making the couny's rural school's infrastructure outdated and reduce the teachers' stability.The reasons that why blocks occur mainly includes three aspects: the fist is the policy itself,the second is policy executors,the third is the lack of implementation mechanism.The last part puts forward the countermeasures to resolve the compulsory education policy implementation block of Pingshun county,the first one is to improve the policies for compulsory education in rural areas,the second one is to improve the overall quality of the rural compulsory education policy executors,the third one is to build a reasonable security system of compulsory education policy implementation.
