| China is so big a country which has a large population, and its development varies from place to place. Meanwhile, most of the populations are engaged in agriculture, that is to say, it is a typical agricultural country, so rural education will inevitably become a focus of Chinese education development, but due to the historical, economic, cultural, geographical and other reasons, its development lags far behind the city education, therefore, rural education has become a difficulty in education reform. The management system of rural compulsory education is the important mechanism which will guarantee the correct and earnest implementing of the relevant national policies and ensure the smooth development of rural education. The township, the most grass-roots political organization in China, carries the main responsibility of rural compulsory education. In the framework of "county based†management system of rural compulsory education in China, to explore and study the existing problems and countermeasures is obviously a supplement to the existing educational theory,which will undoubtedly have positive significance in strengthening the management of rural compulsory education,improving the theory and practice of "county based" management of basic education.This paper takes Kui Shan town, Shizong County,Qujing,Yunnan as a case, through a comprehensive literature research, in-depth field investigation, thus getting the three historical development processes of compulsory education management system since the reform and opening up policy: under the guidance of the central government,local responsible; classification management, township responsible; local responsible, classification management, county based. Then it summarizes the different stages of the historical experience and lessons. Based on the analysis of the responsibility and the main features of county based mode, it focuses on the connotation of " county based" education management system from its three aspects :the essence and contents, the responsibility main body and responsibility, the main characteristics,the purpose is to clarify the respective responsibilities, rights and obligations. Then it analyses the basic situation of the compulsory education system in Kui Shan since the implementation of the "county based" management mode. There are four existing main problems: the responsibility is not clear; the personnel management is not perfect; the management of funds is not standardized; the teaching guidance management is imperfect. Then it analyses the three reasons for the formation of problems through the imperfect management system, management mechanism, and the insensitive adjustment. In view of the existing problems, the paper proposes rich connotation of "county based management system of compulsory education"; the strategy of grasping the main spirit, improving the ability and level of management of rural education, and puts forward specific suggestions from the appropriate relaxation of the right to the education management of township; the Initiative management; the difficulty of Township education management; the coordinated development of basic education in rural areas, in order to deepen the management reform of rural compulsory education in Shizong county, at the same time, provide beneficial theoretical support and practical references,improve the quality of rural compulsory education to shizong county, and even China’s western region. |
