The Research On "County Oriented"-The Policy Of The Rural Compulsory Education Investment In China

The management system of the rural compulsory education in our country hasexperienced three phases since the reform and open policy----" hierarchy-oriented ", "villages-oriented " and " county oriented ".This article is mainly aims at the research on the"county oriented " policy of investment and its developing trend. Take the theories ofpolicies and economics as foundation, this article firstly estimates the substance and theeffects of the policy .Unifing the objective history and the realistic background of ourcountry, the author had pointed out the main problems which were faced by the process ofthe " county oriented ", including the problems of the "primarily" for the countygovernments as well as the phenomenon, that is "where there is a policy, there is acountermeasure", in other words, the abnormal phenomenon of the implement of the policy.In this foundation ,the author further analyzed the system reason for the problems whichhave made the policy fallen into awkward. Mainly elaborates from four aspects asfollowing: the education investment is insufficiency , The financial resource pattern andthe governance responsibility are not coordinated, the distortion of the Investment structureand The necessary measure is imperfect.Moreover, this article has also used the method of comparison research, has selectedAsia's developed country Japan and the developing nation India as the research object. onthe one hand ,learning the experiences how the developed curntries popular compulsoryeducation ,on the other hand, carefully examines to India who has the similar nationalcondition with our country by observer's angle, for a developing country with such aspecial national condition, it must have the bigger practice value.Political reform also changes as the time does. During the process of the paper writing,the policy of the investment into rural compulsory education appeared some newtendencies, in order to make the article in time,make it closer with the practice, in the final,the author had selected and enumerated several new policies and stipulations, in thisfoundation forecasted the overall trend of the policy in our country. And then ,with theearlier research together, the author gave some suggestions which are pointed to the futuretendency.
