In the past forty years of reform and opening up,China's urbanization has been developing rapidly,and the urbanization rate has increased from 17% in 1978 to 57.4% in 2016.At the same time,as China enters the post industrialization stage,the transformation and upgrading from industrial power to industrial power and service industry is to be realized,which puts forward new requirements for the development of talents.Under the change and challenge of the disappearance of the demographic dividend and the negative growth of the working age population in China,a large number of high quality human resources are needed to drive the economic development.While the development of industrialization and urbanization,the large number of rural labor transfer to city non-agricultural industries.Most of the labor force can only be engaged in low-level and labor-intensive work because of the limited level of knowledge and labor skills.They are faced with great resistance when transferring to other industries and industries.Vocational education is the most closely related type of education with economic development,bears the responsibility of cultivating skilled and innovative talents for the country,and is an effective choice to solve the shortage of skilled workers.Therefore,it is of great significance to develop vocational education and promote the rational and orderly transfer of labor force through the promotion of the professional quality of labor and the skill of labor.Through theoretical analysis,we first comb the development process of vocational education and rural labor transfer,and analyze the development status of the two respectively.Then,it analyzes the relationship between vocational education,human capital accumulation and the transfer of rural labor force.Further through the Sjaastad labor transfer model to analyze the effects of occupation education on labor transfer.It is concluded that vocational education can increase the transfer income of labor force,prolong labor transfer period,reduce labor transfer cost,thus increase the possibility of labor transfer and enhance the power of labor transfer.On the basis of theoretical analysis,we first get a positive correlation between the scale of secondary vocational education(scale of vocational education investment,scale of vocational education school,scale of vocational education enrollment)and the scale of labor transfer in rural areas through grey correlation analysis.Then,we use VAR model and other econometric analysis methods to study the dynamic impact of the scale of secondary vocational education on the scale of rural labor transfer.The results of cointegration test show that there is a long-term equilibrium relationship between the variables.The result of causality test shows that there is a single relationship between the scale of secondary vocational education,the scale of enrollment and the scale of the transfer of rural labor force.The results of impulse response function show that the scale of secondary vocational education has a positive impact on the scale of rural labor transfer.Variance decomposition results show that with the increase of years,the scale change of secondary vocational education school explains that the scale change of rural labor migration is increasing.Finally,on the basis of theoretical analysis and empirical analysis,the development suggestions of vocational education are put forward from the level of government and vocational colleges,so as to promote the rational and orderly transfer of rural labor.
