With the coming of the knowledge economy era,the ability of scientific and technological innovation has become the key to the economic development of a country.To this end,the CPC Central Committee and the State Council formulated the "13th Five-Year"National Science and technology innovation plan ",establish the the general ideas,development objectives,and major tasks of scientific and technological innovation during"13th Five-Year "period.The key of scientific and technological innovation is talents,the goal of improving the scale and quality of S&T talents is also put forward in the planning.Due to the high degree of opening up,marketization and the solid foundation of manufacturing industry,the level of economic development of Guangdong Province has always been in the forefront of the whole country,and also has obvious advantages in technological innovation.In recent years,to meet the needs of economic development and response the CPC Central Committee calling,Guangdong Province issued a "Pearl Talent Plan","Sail Plan","Peacock Plan" and a series of talent development planning to introduce and retaining S&T talents.Under this background,this article wants to put the S&T talents policies which were issued during January 2002 and December 2017 by Guangdong Province as the research object,combined with the basic policy tools,talent development process and technology life cycle to build three-dimensional analysis framework,to analysis policy system about S&T talents in Guangdong province comprehensively.Research shows that,the policies use Basic policy tools Comprehensivly,S&T talents policies regarding basic research,common technology development and commercialization in technology life cycle were more balancedly used.And the policies cover the whole process of S&T talents management.Although the policies use Basic policy tools Comprehensivly,S&T talents policies regarding basic research,common technology development and commercialization in technology life cycle were more balancedly used.But at the same time,there are some problems.the use of frequency and proportion about demand-side policy is lower.In the supply-side policy tools,supporting about S&T talents information is weak;In environmental-side policy tools,the target planning about S&T talents is less and relative lack of operability.From the perspective of talent development management,there are fewer concerns about talent protection,talent evaluation and talent flow.Based on this,this paper puts forward some countermeasures for improving the policy system of S&Ttalents in guangdong province based on the innovation chain and technology life cycle.It is hoped that S&T talents management of guangdong province will be benefit based on these suggestion.
