Research On School Governance System Of The University In China

The school is the basic unit of the university and the entity unit to carry out various activities such as teaching,scientific research,social service and so on.Optimizing the governance system of school is an important part of constructing modern university institution,and also a part of the modernization of higher education governance.The article takes school governance system as the research object in order to provide theoretical reference for the optimization of school governance system.First of all,the overall analysis framework is set up by analyzing the connotation of school governance system.The school governance system is an integrated system consisting of three levels: value system,system system and action system,which is interrelated with each other.Then,through the analysis of relevant policies and regulations after the founding of the People's Republic of China,the article teases out the historical process of the change of school governance system.Secondly,this paper analyzes practical problems of school governance system.There are the rule of man,administerization and restriction of academic freedom in value of governance system.There are lack of school's power,unclearness of power and responsibility between administration and party,restriction of expert power,lack of democratic participation in institution of governance system.There are the governance problems for single decision,single implementation procedure and supervision deficiency.Then,this paper introduces school governance framework of the University of Michigan and the University of Oxford,which can be combined with China's national conditions.We can learn from good experience of them,that is,not to overemphasize the separation of academic community and administrative community,shared governance is the direction of development of school governance,professors are important members in school governance.Finally,the paper puts forward measures to optimize the governance system of the school in the university.It is the rational point of optimizing school governance system to take three aspects,that is,governance value,governance institution and governance action,into full consideration.
