The Practice Logic Of The Social Work Institution Intervention In Urban Communities Governance

Setting up Social Governance System, raised during The Third Plenary Session of the 18 th Central Committee of the CPC, has been regarded as a trial for change the current government-dominated social system. It is a revolution from Social Management to Social Governance, a change of philosophy other than mechanism.In order to transform into a service government, departments need to redefine their roles and responsibilities, rebuild the relationship with market and society, and last but not the least change the government-dominated governance to multi-governance. A community is the epitome of society, and also the fronted for practicing social governance.During the practice for social governance in a urban community, we have to be minded that a urban community is different to one in rural area. A urban community can be considered as people who following same traditional but live within a certain area that has open boundary; a urban community provides soil for government, market and society to root, grow and build rules; a urban community is a typical identity who plays for both official and civil.When government pays for social service work in a urban community, it’s aiming to uplift the social governance structure, provide diversify or tailored service to public through introducing professional team, which may help the overall social system to operate in a more harmonize way. However, due to the limitation of background, company’s structure, sources and ability, the output for different social service institutions varies tremendously.In this paper, it analyzes an actual case when professional social institution(Q is an institution with comprehensive and experienced background) gets involve with urban community’s(X) governance, which kind of challenges the institution will be facing, how to set-up a clear position when doing work, and the possible solution to improve the collaboration structure to deliver results.Based on analysis, the different layers of government, from city to district and community, have varies attitudes when facing the fact of bring in professional social institution, which result in different ways when they provide support or collaborate. The professional social institution, a key factor in the hierarchy, is hardly to find the direction when doing practice, and subsequently it loses its place in negotiation and loses its control for practice.In general, social governance is not only a trial for collaboration between government, market and society, but also a micro part to deepen the reform of social system in China.
