Reducing overcapacity actively and prudently is one of the key points of structural reform in the current and future.It is also one of the means of adjusting the industrial structure and transformation of the economy.As a key province to reduce overcapacity,Hebei province is facing enormous pressure to relocate workers.In the tough situation of Hebei province,there are some practical difficulties,such as slowing economic development,increasing pressure on the total labor force and increasing structural contradictions in employment.Cooperating with the supply side of the structural reform actively,solving the problem of employment and placement of the workers properly are conducive for Hebei to accomplish the production both in quality and quantity.Meanwhile,they are also related to the stability of the employment situation in Hebei province.The Research is based on the existing theories of dissolve excess industry capacity,combining the policies of Hebei province in 2016 and 2017 such as "opinions on dissolving the iron and steel industry overcapacity and resettlement" and " Some opinions on how to further improve the work of workers resettlement in enterprises with capacity work and so on.This paper analyzes the current situation of Hebei province to resolve excess capacity and the current situation of the workers resettlement work in Hebei Province.Through the form of questionnaire and interview,it learns the situation of workers in Handan,Xingtai and Tangshan region who were affected in the process of resolving excess capacity,it analyzes the problems of existing current workers in shunt placement,internal retirement,self-employment,entrepreneurship,etc.We find the causes of these problems are from three aspects:government,enterprise and worker.To solve these problems,this paper puts forward that the government should be the core part,enterprises and trade unions are complement,unemployed personnel itself is the foundation.Joint efforts of all parties should be made to deal with the current dilemma.Then a series of measures are put forward.First,help enterprises realize the transformation and upgrading,strengthen the support dynamics of disadvantaged groups.Second,strengthen policy publicity and improve the public service system.Third,improve the labor skills training system and improve the quality of re-employment for the unemployed workers.Fourth,Perfect and innovate the working mechanism of trade unions and properly dissolve labor and capital contradictions.
