Chinese migrant workers are a group of workers who leave their homeland and work in big cities in the process of social reform and opening up, they made a remarkable contribution to our nation’s economic and social development, at the same time, as China’s household registration system and the lack of social security and welfare, this group of workers’payment and their needs are now having a large gap. In all aspects of labor protection, health care, renting and education, public services that provided to migrant workers appeared not so satisfying. Among these, these migrant workers’children, who are apart from home, are facing increasingly serious education issues. To solve this problem, will not only help to improve the overall social fairness and protect the legitimate rights of vulnerable groups, it will also improve the overall quality of the population as well as to provide continuous power for the future development of Chinese society. In recent years, Shanghai’s rapid development, with a better investment environment, efficient and convenient traffic conditions, attracting a large number of non-local workers to work and live in Shanghai. While the educational needs of migrant children are rising a big problem to the supply of public services and government education. Through research we found that these children in Shanghai to receive education is facing problems and difficulties embodied in:First, there is a contradiction between the growth of the number of children and educational resource scarcity; second is that the education management system needs further improved. These children’s education problems are not isolated educational problem, but part of the management of Shanghai non-local population. The problem of education depends on the number of children in Shanghai’s non-local population living conditions, depending on the city of residence and practitioners of management strength. Therefore recommended:for non-local population living and employment services provide an orderly, educational resources in some areas to ease stress; according to the resident population base of scientific planning, advance allocation of educational resources, a great effort in the suburban area street town New educational resources; according to the contribution of migrant workers in Shanghai and the degree of integration, develop and improve the city’s public services gradient style education policies, such as pre-school education by parents reasonable cost-sharing, multi-supply social services, compulsory underpinning services provided by the Government under the integral framework, the obligation to provide education and vocational education, high school education can convergence services.
