Study On The Management And Supervision Index System Of Health Personnel Recruitment Project In Ethnic Areas Of Si Chuan Province Based On Problem Orientation

This study intends to comprehensively understand the progress and operation of the four types of health personnel recruitment projects in the the national are of SiChuan Province through the mid-term assessment,and to establish a "problem-oriented health personnel recruitment project management and supervision index system in ethnic area of SiChuan Province " on the basis of analyzing the problems existing in the project management and operation.To provide a standardized reference to the government health administrative departments and Medical and Health institutions on project management and provide scientific evaluation tools for project supervision,designed to further improve the quality of project management and government finance Of social benefits.There are three mainly purposes:1.To clarify the progress and operation of the four types of health personnel recruitment projects;2.To Combine the problems in the operation and project management;3.To establish a s project management supervision index system base on the problem.Methods1.Literature analysis method: for providing basis and reference of the project research ideas,questionnaires and related research methods.2.Questionnaire survey and Site research interviews:for understanding the implementation,difficulties and problems of the project.3.The logical framework Analysis :for summarizing the problems of project implementation and management.4.Fish bone Diagram Analysis,to accurately find the project implementation process of the core issues and related issues and classified.5.DelPhi method:for constructing the project management supervision index system.6.The analytic hierarchy Process:for giving each indicator weight and score.7.Statistical methods: using SPSS19.0 statistical to analysis and comparing the weight of each indicator by rank sum test and analyzing expert ‘s coordination,using the mean method to calculate the weight of the indicators.Result1.The Si Chuan provincial finance invested a total of 103 million yuan on the four types of recruitment projects during 2011-2015 and supplemented 2396 health technical personnel,the implementation of the project solving the problem that hard to recruit people in ethnic area,making a group of primary health care institutions to break health workers "zero".2.The implementation and management of the project existed some problems.lacking project management system and funds management approach,the coordination of departments need to be strengthened;the file management awareness is not strong and incomplete project data;Policy publicity effect is poor and the project staff awareness is low;recruitment plan is not completed,the super-scale recruitment phenomenon coexist;staff satisfaction should to be improved and the team stability is affected.Mainly reflected in the imperfect of organization,and project management.3.Through the analysis of fish bone diagram find four kinds of core problems and related problems.Established a "problem-oriented health personnel recruitment project management and supervision index system in ethnic area of SiChuan Province " which are based on the "organization and management-project management-project operation-project completion".The index system is divided into three sub-index systems according to the three types of assessment objects.The index system of the City Health Committee includes four first-level indicators,11second-level indicators and 32 third-level indicators.The index system of the County Health And Family Planning includes four first-level indicators,12 secondary indicators,36 Three indicators;The index system of the Medical and Health institutions includes three first-level indicators,6 secondary indicators,16 Three indicators.4.Determine the weight of various levels of indicators according to expert's consultation and analytic hierarchy process,the indicators of the weight of City Health Committee,County Health And Family Planning,Medical and Health institutions were 0.31,0.12,0.27.In the index system of the City Health Committee,the weights of the first-level indicators "organization and management","project management","project operation" and "project completion" are0.380,0.286,0.231,0.103 respectively.In the index system of the County Health AndFamily Planning,the weights of first-level indicators "organization and management","project management","project management" and "project completion" are0.372,0.282,0.245,0.101 respectively.In the index system of medical and Health institutions,the weights of first-level indicators "project management" Project run ","project effect " are" 0.413 "," 0.323 "," 0.264 ".And determine the index score with1000 points.ConclusionThis paper investigates and analyzes the existing problems in the process of project implementation and management and on the basis of the problems to concise the indicators.established a "problem-oriented health personnel recruitment project management and supervision index system in ethnic area of SiChuan Province" through the expert meeting,Delphi method and analytic hierarchy process.The content of the indicators are fully compacted,reliable and feasible.The establishment of the index system provides a reference for the scientific and standardized management of the project.
