With the greatly deepening of the reform and opening up and the continuous development of economics, China’s GNP of annual growth rate began at8%to9%from1980s to1990s,and rapid economic development greatly stimulated eruption of the knowledge areas. In addition to, knowledge-based economy began to appear in people’s production and life. In this environment, our institutions of higher education enrollment showed an increasing trend year after year. As a result, the construction of university development becomes increasingly urgent.Two important aspects of the construction of our universities are teaching and research, but the harmony of them needs a strong troop of teachers to achieve. Therefore, colleges and universities establish a high-quality teachers to become requirement of development. However, the construction of high-quality teachers depend mainly on internal cultivation and external introduce in two ways. According to relevant provisions of the Ministry of Education and actual needs of university development, purely internal training can only be a small part of the construction of teachers, but effective recruitment of talented persons into the troop of teachers is accomplishing major jobs. How to recruit excellent teachers, to introduce and cultivate good teachers has become an important competitive point of major colleges and universities.I have been engaging in university recruitment for a long time, and have accumulated a wealth of work experience. Meanwhile, I also think about some malpractices during my work. This paper describes relevant research work at home and abroad among the recruitment of teachers in colleges and universities at first, and the definitions of project management and human resources conduct interpretation. After that,1combine the status of university teacher recruitment and search for many problems at the process of recruitment of college teachers, such as neglecting of the preparatory work before the teacher recruitment, incomprehension of teacher recruitment examination, as well as the subsequent management of the absence of teacher recruitment and other issues. Analyzing these issues will draw the following concludes:leading to reasons of this problem are the drawbacks of traditional personnel management model, lagging development of university human resource management, the existence of administrative interventions. In contrast, researching status quo about teachers recruitment of foreign universities, characteristics, experiences, I come to the enlightenment on recruitment of teachers in foreign universities. Ultimately, we will explore using the project management model and conduct a lot of feasible work for the recruitment of teachers in colleges and universities, and based on the relevant theories design X teachers recruitment system.
