Competency is a series of performance appraisal theory that has been introduced into the field of the human resources management in our country only in recent years,it has more and more been widely recognized by most of the domestic industries as it shows strong scientific in performance evaluation.On February 27,2017,the Central Committee of the Communist Party of China and the State Council issued the Opinions on strengthening and improving ideological and political work in Universities under the new situation(Hereinafter referred to as: Opinions),under this grand background,there is bound to be a great change and development in the construction of the domestic university Fudaoyuans' team.Consequently,this paper starts from the dimension of political diathesis of university Fudaoyuans to construct a model,and then construct a new performance evaluation system based on this model by utilizing competency theory thus enhancing the diathesis of Fudaoyuans to meet the development goals of specialization and professionalism mentioned in the above Opinions.This paper researches on the current situation and existing problems of the performance evaluation of the university Fudaoyuan team by adopting the method of literature analysis,questionnaire method,function analysis,behavior event extraction method and the Delphi method etc,and then extracts the indexes of Fudaoyuans' competency,constructs the new competency model of university Fudaoyuans.On this basis,this paper obtains the weight of competency indexes of performance evaluation through the expert evaluation method and analyses the utility of this new system.The main conclusions of this paper are as follows:The competency model of university Fudaoyuans consists of three dimensions:political diathesis,occupation quality and knowledge skills.The political diathesis dimension contains three indexes including political beliefs,political quality and political level;occupation quality dimension contains five indexes including initiative,dedication,equality and justice,desire to advance and personality charm;The knowledge skills dimension contains six indexes including organizational management,communication skills,occupation guidance ability,counseling ability,research ability and innovation ability.The utility analysis of the system includes four parts: theoretical analysis,aging analysis,practical analysis and expansion analysis.
