The division of labor and cooperation between government and society is the value expectation of the relationship between government and society in the current context of social governance innovation.M Street in Haining City purchased X-organization services under the pressure of social governance innovation.Initial contracts were difficult to play a role because of exposing the characteristics of incomplete service contracts.Then they tried to suspend contracts and began to cooperate on the basis of temporary tasks.In the mid-term,professional evaluation organizations were introduced.However,all kinds of efforts were exchanged for political and social organizations.Why does such result happen?By sorting out the literature on "social governance innovation","government purchasing services" and "political and social relations in grass-roots social governance",it is found that the existing literature focuses on thinking from the macro-angle,should-be angle and system angle,and has the meaning of "project system" analysis framework,which is lost from the micro-angle,actual angle and mechanism.Answer the question.Therefore,with the help of the key theoretical elements of "contract theory" in organizational sociology,this paper constructs an analytical framework of "organizational boundary and cooperation consensus"to help clarify the transformation process,transformation mechanism and institutional dynamics of political and social interaction model in M street.This paper uses "structure-process" methodology to explore the interaction process between M street and X organization.First,driven by the innovative motive of "technical efficiency" and "value legitimacy",Haining constructs innovative themes and measures of social governance as structural constraints to analyze the innovative social governance of M street.Secondly,M Street is subject to the pressure of innovation,and sign service contracts with X organization on the basis of lack of experience.The contracts are characterized by incomplete contracts,which are difficult to provide formal rules for effective politics and society interaction.Thirdly,due to the need of organizational tasks,the two parties temporarily adjust their cooperation consensus and joint action according to the situational needs of the two parties by suspending the contract and closing the distance.Fourthly,however,the trust relationship that the two sides try to establish,because of the different understanding of the output distribution of the cooperative action,eventually prompted the two sides to re-highlight the importance of the contract,strengthen the organizational boundaries of each other,but it is more difficult to develop a cooperative consensus.Fifthly,the street sought the help of the third-party evaluation organizations for supervision.However,the imperfection of the contract made it difficult for the third-party evaluation organizations to play an effective role,but still helped them to strengthen the boundary and clarify the contract.However,the contradictions accumulated in the early stage eventually led to no further cooperation between the two sides,eventually leading to the failure of the third-party evaluation organizations to play an effective role.The interaction between government and society has failed.Through further combing the process of changing the mode of interaction between the government and the society in the case,this paper holds that although the two parties are adjusting the mode constantly,the contract does not provide formal rules,and the two parties are pursuing the interests of self-organization,which makes it impossible to change the loss of organizational cooperation with the help of any temporary strategies and other subjects.The state of balance.The reason why the contract is incomplete is not only because it lacks experience as a new thing,but also because it is difficult to supervise and evaluate it objectively and neutrally because of the fuzziness of social services.It is also because innovative social governance provides great uncertainty to the grassroots society and is not convenient for it to follow its own conditions.We should steadily promote the governance and innovation work in this area.Finally,the paper summarizes the conclusion of the study,and compares the theoretical basis of this study,"contract system" theory with "project system" theory,in order to supplement and expand the theoretical imagination of the study of China's political and social relations.At the same time,it puts forward the deficiency of the research and the next research suggestion.
