The old people in the family of One-child have become a huge group,their pension risk is more severe than the family with many children when comparedwith them. Due to the special nature of the One-child families, the old in this willencounter the specific pension issues. Such as an excessive burden on their children,elderly lived in empty nest become serious, loss of independent pension predicamentand so on。The One-child family in a small town pension problem is worrying. Theseproblems may not cause too much trouble for urban One-child family’s pension. Butthese issues will be growing because of the increase in the number and age of theelderly population growth in the long run so if we want to solve these problems musttake measures to advance to deal with, to take precautions.In this paper, the aging population, pension mode, small town pension problemand the one-child family pension all have been researched and also cited foreignfamily planning and pension. In this paper, an aging population theory and the theoryof family structure changes in the structure and function of urban households, thecharacteristics of the urban one-child families and pension ideas and changes indemand have been analysis. Summed up the problems and challenges of the urbanOne-child family pension, inadequate protection of the traditional family pension,social pension is not mature enough and the parents of one-child familiescontradiction between the material and spiritual needs of the growing. At the sametime, focus ing on the demand and supply for urban one-child family pension detailedanalysis we make a detailed analysis and proposed the factors of the One-child familypension demand and the characteristics of the pension needs of. It discussed the publicgood and a private pension provision channels and further elaborated the mutualrelations and the development trend of the pension business and the pension industry,made a conclusion that China’s current pension supply the inadequacies of the existingproblems. For the above theoretical analysis, Tuoyuan country of JinTang town，Chengdu asan example of a social survey of more than200one-child families the basic situationof the elderly and pension supply and demand situation, a quantitative analysis ofsurvey data collected. It makes the conclusion that the problems of the urbanone-child family pension, and pension between demand and supply gap are existed inthis paper. Finally，we provide some suggestions based on the theoretical analysis ofthe conclusions and findings，and priorities to improve community care services baseddiversified pension service system, strengthen the government’s sense of responsibility,improve the supply of the urban pension public goods and private to encouragevoluntary social services, And referred to the measures to help the elderly parents ofthe lost child families.
