| Employment is the biggest livelihood issue.Guangdong Province is the province with the earliest inflow of migrant workers and the largest employment of migrant workers in China.A large number of migrant workers come to Guangdong for employment,which provides a rich supply of labor force,but also brings great pressure to the government departments.At present,the public employment service for migrant workers in Guangdong Province is still mainly in the form of providing on-the-spot job-hunting.The existing public employment service policy system,employment service capacity,means,etc.are not compatible with the new normal employment mode and the increasingly diversified employment needs of migrant workers,and cannot effectively meet the needs of migrant workers for public employment services.Through the optimization of migrant workers' public employment service path,to provide them with higher quality public employment services,can promote migrant workers to integrate into the city faster and better,create a new industrial army,and solve the problem of urban development potential.Therefore,how to optimize the public employment service path of migrant workers has become a problem that all levels of government departments in Guangdong Province attach great importance to it.Based on the theories of collaborative governance,new public service and service-oriented government and so on,this paper first reviews the development of migrant workers' public employment service in Guangdong Province and the main content and overall effect of migrant workers' public employment service.Then,using the questionnaire survey and relevant statistical data to analyze the problems and difficulties in the optimization of migrant workers' public employment service path.Next,from the aspects of the lack of positive interaction between employment service policies,the lack of service supply capacity of government departments,the lack of coordination and linkage between government functional departments,the lack of coordination and participation of multiple subjects,the fragmentation of service process,and the low public satisfaction,this paper explores the reasons why migrant workers' public services can not meet the demand.Finally,the paper puts forward the optimization of the public employment service path of migrant workers in Guangdong Province from the aspects of improving the public employment service policy,strengthening the coordination between policies,building a multi-agent cooperative governance mechanism under the leadership of the government,building a high-level employment service platform,enhancing the service guarantee ability and the quality of public employment service,improving the level of vocational skills training and improving the supervision and evaluation system It is suggested to provide valuable reference for the optimization of migrant workers' public employment service path. |
