With the rapid development of information technology,information geometric order of magnitude increase knowledge update is changing,social development requires increasingly high quality of talent,with a problem-solving talents and creative abilities to become the new darling.Personnel training in the 21st century will have to solve the problem of talent and innovative ability as the goal,the development of higher order thinking,problem solving and self-learning ability to become the focus of education reform,the Open University to study innovative organizational model to enhance the teaching of teachers under the line Ability to improve the effectiveness of education and teaching.The purpose of this study is to provide data support and practical reference for improving the teaching effect of open university education,in order to play a positive role in the teaching reform of open education.This paper reviews the domestic and foreign problem-oriented teaching modes and the development status of individualized learning by consulting a large number of relevant domestic and foreign literatures.Based on the questionnaire survey and teacher interviews on the offline teaching status of open universities,combined with the open universities in China.The form of running a school and the characteristics of students,analyzed the feasibility of the problem-oriented teaching model in open universities,guided by constructivist learning theory,humanistic learning theory,multiple intelligence theory and pragmatic theory,and created a line for the open university.The problem-oriented teaching model under the individualized learning concept of the course is based on the principle of "problem solving as the goal,tailor-made as the core,and interest-driven as the focus",through the three stages of pre-preparation,teaching activity design and teaching evaluation.The optimized design guides students to choose and construct independently in the learning process,actively think about problems and analyze problems,and cultivate students'collaborative ability and cooperation consciousness through group collaboration,and finally improve the comprehensive quality of students'problem solving ability and independent learning ability.This study selects the "Flash Animation Production" course of the 2017 computer network technology major of Anshan Radio and Television University,and applies the problem-oriented teaching mode to the online teaching practice.After the practical application of one semester,all the students participating in the experiment conducted a questionnaire and interviews on learning attitudes.Through data analysis,the following conclusions were drawn:the students'problem-solving ability and self-learning ability have been significantly improved,and the interest in learning Motivation,self-confidence,and communication and cooperation have a positive effect,and students' academic performance has not improved significantly.
