Promoting the balanced development of compulsory education is a basic work that must be faced by China's educational undertakings.Today, with the same level of school construction, the main difficulty in the development of compulsory education lies in the uneven quality of the construction of teachers. Therefore,it has become an urgent task to coordinate the construction of teachers in urban and rural areas to improve the level of compulsory education. However, due to the influence of many reasons, some urban primary school teachers hold a negative attitude towards teacher mobility, and even refuse to accept this allocation. Therefore, under the guidance of the goal of improving the level of compulsory education, how to realize the reasonable flow of primary school teachers is a problem worth exploring. On the premise of the improvement of compulsory education level and the frequent occurrence of teacher mobility, this paper takes primary schools in K District of Chongqing as the research object, and comprehensively investigates the current situation, existing problems and factors affecting the flow of primary school teachers in K District of Chongqing by means of questionnaire and interview. It is found that the current situation is that the flow of primary school teachers in K District is mainly from villages and towns to urban areas, and that the flow of primary school teachers between urban areas is mutual. The problems are unreasonable formulation, serious loss of township teachers, excessive number of urban teachers, loss of key primary school teachers below Township level, disorder of primary school teachers' flow caused by differences in material treatment, and inactive policy intervention of local educational administrative departments. The main reasons are that the regional economic level gap is too large and the institutional mechanism is not sound.Complete, uneven working environment, teachers' own worries, the survey data are summarized and studied. It is believed that teachers in primary schools in K District of Chongqing should be able to voluntarily participate in the flow from formulating effective policies, standardizing the flow order of teachers, advocating the overall awareness of educational development and changing teachers' concepts,so as to reduce the gap between urban and rural teachers' teaching level and promote their obligations. The overall progress of education.
