Nowadays, the flow of brain has become a common phenomena, for which reasons are including personal,family organization and society. The flow of primary and middle schools’teachers has become more often in recent years. And the flow is mainly from country to city or from underdeveloped areas to developed areas. Thus take this phenomena as a example of a study on the flow of teachers has its theoretical and practical values.The form of the study is based on documentary literature search and questionnaire survey. Literature search are collected both in china and in other countries,and made a combination with my own opinion by analysis and categorizing.questionnaire survey has been conducted in seven classic country primary and middles schools in Hunan. Teachers for compulsory education has been inquired about the personal information and attitude towards the flow. And further more, we can take this survey to analyze features and reason of the flow.Full text is divided into four parts:the first part is the preparation for the research work. Mainly include questions background and motivation, the value and significance to expatiates, research status, the research methods and the core concept definitions for primary and secondary school teachers, teachers in rural primary and secondary schools, teachers flow. In the second part, it summarized the teachers flow of the seven representative middle and primary rural school in Hunan on the basis of the survey results, In the third part, it summarized the problems existing in the teachers’ flow of rural primary and secondary school, and also, it analyzed the reasons, mainly including:the economic factors and individual needs, inappropriate management in school, imperfect teacher flow policies. The fourth part is about the management countermeasures to regulate teachers’ flow in rural primary and secondary school The main countermeasures is including:improving the rural primary and middle school teachers’ salary; Improving school management mode; perfecting primary and middle school teachers’ flow policies; attracting good teachers to flow to the rural school in Multi-channel.
