With the implementation of the national strategy of national fitness,community public sports service has become the focus of promoting national fitness and building a "healthy China".The concept of "people-centered" government service makes community public sports service become one of the important functions of the government.It is particularly important to propose reasonable and targeted solutions to the limited supply of the government and the demand of residents.This research adopts the questionnaire investigation,interview method,mathematical statistics and other research methods,and how to use the theory of new public administration,new public service theory and demand management theory,the urban community public sports service in Shanxi Province as the research object,on the basis of literature review and concept set,to "Laojunying 10 community public sports service supply status" and "real demand" residents of community sports were analyzed,analyze the existing in the Laojunying community public sports service supply and demand contradiction,from the Angle of demand management,put forward the demand of the urban community public sports service in shanxi management measures,in order to improve the community public sports supplies ability provides reference for the practice.This paper comes to the following conclusions:(1)residents need to build high-quality and diversified sports facilities;It is expected to build a sports organization team with team spirit and sound management system to carry out sports activities that are rich in residents' demands.Hope that the community has professional sports instructors to implement sports fitness guidance services;Community residents need to build physical monitoring services;Expand the channels of community sports information publicity and enrich sports information services.(2)The present situation of public sports services in 10 communities of the Laojunying is analyzed from six aspects: the number of sports facilities construction,the construction of sports organization teams,the present situation of sports activities,the level of sports guidance teams,the construction of residents' physical fitnessmonitoring and the content of sports information consultation.(3)residents' satisfaction with the construction of sports facilities needs to be improved,the satisfaction with the construction of sports organizations and teams needs to be improved,the satisfaction with the implementation of sports activities needs to be improved,the number of sports instructors is insufficient,and the satisfaction with sports information consulting needs to be improved.(4)for the urban community public sports service in Shanxi Province,the main body are not synchronized,content of supply and demand,supply and demand of communication disorders,the contradiction between supply and demand is mainly due to the Laojunying community public sports service management system constraints,the community public sports service demand expression channel impeded,the community residents of public sports service evaluation of insufficient effective demand,the government's perceived lack of demand for community public sports service transmission of public sports service demand attention and community residents have no implement wait for a reason.In view of the above problems,this paper compared and analyzed the existing management mode of community public sports service in China,and proposed the demand management system of urban community public sports service in Shanxi Province,including the demand survey,demand integration,demand transmission and demand decision-making of community public sports service :(1)survey on community residents' demand for public sports service: build a big data center for community public sports service,build a community public sports service residents' demand information collection system,and establish an open and diversified community public sports service demand expression mechanism.(2)demand integration of community residents' public sports services: demand information screening,demand information analysis,summary and classification,and demand information evaluation.(3)transmission of community residents' demand for public sports services:Responsible for leadership channels,bureaucratic channels,we media channels and network media channels.(4)public sports service demand decision of community residents: improve the decision-making system and process of public sports service,innovate the supply model of community public sports service,and encourage residents to actively participate in feedback.
