Compulsory education is an important part of our national education system.At present,In development of China's,compulsory education,due to the balance of education resources allocation caused by the problem accounted for a considerable proportion.Since the theory of the allocation of educational resources has been put forward in the 1950s,it has always been valued by experts and scholars in the field of public administration and is constantly being enriched and developed.This article embarks on the education of human resources,financial resources,the allocation of resources for educational facilities and several other aspects,with the existing educational resources to configure the theoretical system.Taking Tianjin as an example,this paper analyzes the status quo of allocation of compulsory education resources in Tianjin.And referring to the advanced experience in the field both at home and abroad,this paper puts forward some policy suggestions on how to balance the allocation of educational resources in line with the actual conditions of cities in our country from the perspective of public administration.This paper is divided into six chapters,the first chapter mainly discusses the research background,research methods,research results at home and abroad for the field,and the significance of the study.The second chapter mainly sorts out the theoretical definition of the balanced allocation of resources for compulsory education and the theoretical basis for the balanced allocation of resources for compulsory education,including the theory of public products,the theory of education equity and the theory of public resources allocation,which laid the theoretical foundation for the subsequent writing of the article.The third chapter is the core part of the study.Taking Tianjin as an example,this paper objectively analyzes the unbalanced distribution of compulsory education resources among districts and counties in Tianjin through literature research and comparative study.The fourth chapter is the result of the empirical analysis,analyzes the reasons for the result,that is,the reason for the gap in the allocation of compulsory education resources between districts and counties in Tianjin.The fifth chapter analyzes the advanced experiences in this field both at home and abroad on the basis of country.The experience of the developed countries,such as the United States and Japan,as well as the experiences of developing countries in Brazil and South Africa,has been done domestically in the balanced distribution of compulsory education.Based on the analysis of the preceding article,the sixth chapter is from the perspective of government public policy,from the aspects of optimizing the institutional environment,perfecting the legal system,perfecting the funding guarantee mechanism and perfecting the personnel system.
