Currently, along with the economic foundation established by China’s reform and opening-up, compulsory education has witnessed remarkable achievements, but there is imbalance regarding educational resources, which restricted the development of China’s education modernization process in some way. Qing Baijiang, as an important industrial town with double billion-industries in northern Chengdu, bears the essential responsibility for economic development in Sichuan. The pilot, global and fundamental role of education in economic and social development is particularly prominent. Through the monitoring data in the compulsory education in Qing Baijiang, balanced configuration, the author finds that Qing Baijiang, pays great attention to compulsory education, applying some ideas and measures in equilibrium configuration, but there are some structural imbalances or plight, which needs to be handled and solved in an urgent way. Qing Baijiang, educational resources discussed in this paper equilibrium configuration issues, as a microcosm of the grassroots compulsory allocation of resources, with some typical and universal significance. Therefore, this article is based on the current situation of the education resources allocation is not enough balance of Qing Baijiang in Chengdu and the analysis of the causes. With the aid of some specific data, it puts forward the corresponding equilibrium promotion countermeasures by statistical difference coefficient, hope to other areas in China to promote balanced compulsory education resources allocation has the certain enlightenment significance, the author also would like to see this article has some help to the balanced development of compulsory education resources in our country, to realize the education fair of the nationwide.This article is based on the present situation of the allocation of compulsory education resources in Qing Baijiang. It analyzes the reason for the imbalance by collecting a lot of data on the allocation of compulsory education resources in Qing Baijiang. It also learns from foreign experience to give advice on how to balance allocation of educational resources. The contents of this article includes:first, it reviews the domestic and foreign research present situation and describes the research contents, research methods, research ideas, innovation and deficiencies; second, it defines and analyzes the relative concepts of balanced allocation of compulsory education resources, the significance, value orientation, theoretical basis; third, it reviews the present situation of the allocation of compulsory education resources of Qing Baijiang by using monitoring data and statistical methods and mainly describes and analyzes the phenomenon of imbalance; forth, it analyzes the reasons for the misallocation of compulsory education resources in Qing Baijiang and puts forward some countermeasures and suggestions for realizing the equalization of compulsory education resources distribution, which mainly includes increasing in government education spending, establishing the funds safeguard mechanism; strengthening education system behavior, realizing the resource sharing; paying attention to the disadvantaged, promoting the balance between groups; improving the assessment mechanism, activating the development potential, etc, in order to promote more balanced allocation of resources and scientific development compulsory education of Qing Baijiang.
