In recent years,China’s economy and other social undertakings have developed rapidly,and the development of education in China has also made a qualitative leap.Among them,the development focus of compulsory education has gradually changed from the original "popularization" to "balanced development".At present,the balanced development should be put at the first place in all work in the compulsory education stage.The focus of the government and academic research is focused on two aspects: one is the balanced development of compulsory education,the other is to optimize the allocation of educational resources.From the current situation,there are some problems in the allocation of resources of compulsory education in China.It is also a practical policy choice for our country to ensure the optimal allocation of educational resources in the county,so that the current important and urgent work of compulsory education is to ensure the optimal allocation of educational resources in the county.The analysis from the actual situation:first,the county is the main part in the compulsory education management in China.This system makes the county more independent in the management of human rights,financial rights and administrative rights,thus laying a political foundation for the balanced development of compulsory education;secondly,the economic development in the county is relatively stable,which provides favorable conditions for the balanced allocation of educational resources;third,the county area is relatively small,and the cultural background of each county is not different,which creates a balanced cultural atmosphere for the development of compulsory education.The realization of education equity is the prerequisite for social equity.People of all walks of life in China begin to attach importance to the issue of educational equity.This paper,from the actual situation,collects and sorts out the data of compulsory education resources allocation in County C of Shanxi Province,and analyzes it.It focuses on optimizing the allocation of compulsory education resources in county.On the basis of expounding the actual situation of compulsory education resources allocation,this paper summarizes the main performance of urban-rural gap,and tries to find out the causes of imbalance of compulsory education in urban and rural areas.Finally,it summarizes the main performance of urban-rural gap,and tries to find out the causes of imbalance of compulsory education in urban and rural areas Some feasible measures are put forward to solve these problems,which can provide some valuable suggestions for the balanced development of compulsory education in Shanxi Province.The whole thesis is divided into six parts.The first part introduces the research framework and the overall thinking of this paper,not only describes the research background,research significance,research ideas,but also analyzes the research results and research methods at home and abroad.The second part defines the connotation of the optimal allocation of compulsory education resources,and expounds the necessity of promoting the optimization of compulsory education resources allocation.The third part collects the data of compulsory education resources allocation in Shanxi Province as a whole and County C,which mainly involves the school scale,teachers,educational funds,school running conditions,etc.,thus forming a certain understanding of the actual situation of the allocation of compulsory education resources in County C of Shanxi Province.The fourth part mainly elaborates the problems existing in the allocation of compulsory education resources in County C: the serious shortage of educational funds;the backward conditions of running schools;the lack of teachers.The fifth part makes a diagnosis on the basis of systematic discussion on the allocation of compulsory education resources in County C:the system of urban-rural division is solidified;the educational management system is not perfect;the educational financial system is not perfect.The last part puts forward the reasonable and easy to operate effective strategies to eliminate the gap of compulsory education in county areas: clear the government responsibility,strengthen the government utility,allocate all kinds of educational resources reasonably,strengthen and perfect the supervision and evaluation mechanism of compulsory education. |
