Human resource is known as the most active resource of socio-economic development,human competition is the core of the local comprehensive competition.Liyang,as a county-level city in the southern part of Jiangsu Province,has formulated a talent introduction policy system with the three-year action plan named “Tianmu Lake Talent List”as the main work and other related regulatory policies as supporting.This paper carrys out a research based on the talent introduction policies in Liyang with the Smith model,based on the data and information acquired by carrying out the questionnaire and interview communication with the formulation and enforcement government departments in Liyang,analyzed the main content?the status of implementation?existing problem as well as analysis of causes.Putting forward the optimization strategy of talent introduction policy implementation according to the local economic and social development situation as well as advices given by target groups.By analyzing implementing talent introduction policy in Liyang,finding out the main problems existing in the process of implementing policy.Main problems including:talent introduction policy is not scientific and perfect,work efficiency of execution subject is not high,target groups do not have a deep understanding of talent introduction policies,the environment for policy implementation is not favorable.This paper analyze problem clauses one by one including:talent introduction policy is not scientific and perfect,work efficiency of execution subject is not high,target groups do not have a deep understanding of talent introduction policies,the environment for policy implementation is not favorable.Combine Smith model and survey results,putting forward the following countermeasures and suggestions to optimize the implementation of talent introduction policies in county-level cities.First,to build a more scientific policy system for talent introduction;second,strengthen the self-building of policy enforcement agencies;third,win the support of target groupsactively;fourth,pay attention to the improvement of the implementation environment.This paper hope that the research results can provide some reference for the improvement of the implementation of talent introduction policy in county-level cities.
