With the continuous development of knowledge-based economy and economic globalization,the role of talents in economic and social development has become more prominent strategically,and has gradually become a major strategic issue related to national economic revitalization and national prosperity.Under the background of the new era,the main contradictions in our country have changed,which inevitably requires us to open up a new way of development different from the traditional way to achieve high-quality development,that is,innovation-driven development.In February 2017,the Wuhan Municipal Government shouted the slogan "double million" of "millions of college students stay in Han to innovate and start their own businesses" and "millions of alumni return to Han with wisdom",triggering a nationwide "talent war".Subsequently,a number of cities such as Changsha and Chengdu introduced the policy of talent introduction.In 2018,Beijing,Shanghai,Guangzhou and other cities joined the competition for talent competition.In 2017,with the approval of the State Council,Zhengzhou was approved to be National Central City,will implement the "Zhihui Zhengzhou" talent project,taking this project as the "first battle" to build a national central city.To fight,formulate and promulgate the implementation of 30 talent policies,created a strong atmosphere of knowledge,love and respect for talent,talent in the history of talent work in the city has a landmark significance.Through consulting materials and sending out questionnaires,this paper investigates the talents introduced in Zhengzhou,understands the basic information of the talent introduction groups,the status of work and life,the implementation of relevant policies on talent introduction,the degree of satisfaction with the policies on talent introduction,the problems existing in the mechanism of talent introduction and the main problems existing.It should include: unreasonable distribution of talent structure,the environment for talent introduction,convergence of talent introduction policy,single subject and channel of talent introduction,insufficient execution of talent introduction policy,heavy introduction of talent in the process of talent introduction,light of training.Finally,drawing on the advanced experience at home and abroad and combining with the actual situation of Zhengzhou,the paper puts forward some countermeasures: scientifically planning the policy of talent introduction according to local conditions;perfecting the service system to create a good talent environment;combining government with enterprises to broaden the channels of talent introduction;perfecting the talent policy evaluation and supervision system;balancing talents with talents.Equal emphasis should be placed on introduction and cultivation.
