Study On The Identification System Of Poverty-stricken College Students In GuangXi From The Perspective Of Cooperative Governance Theory

University student aid has always been a topic of people's livelihood that the country attaches great importance to and the society pays close attention to.Identifying poor students is the premise of realizing accurate financial aid and the foundation of doing a good job in college student financial aid.From the 17th session of the fifth plenary session of the 12th five-year plan to the 18th session of fifth plenary session through "much starker choices-and graver consequences-in planning advice,promote education fairness,the state funding system,perfecting the financing mode and realizing a complete coverage of poor students funded keywords to emphasize many times,has also issued a series of norms and protect poor students identified,funding documents,embodies the national care for poor students,attaches great importance to the student financial assistance work.Guangxi is located in an economically underdeveloped region in southwest China.Most students in school come from rural or urban vulnerable groups in remote mountainous areas.The proportion of poor students is far higher than that of other provinces in China.How to accurately identify and subsidize poor students puts forward higher requirements for the identification and subsidization of poor students.Based on the perspective of collaborative governance,the determination of guangxi college students as the research object,using literature study,investigation and interview method,comparative method,the determination of guangxi college students to carry out the present situation and existing problems are studied,and the recognition system,the government,poor family,and the relationship between individuals and institutions of several subsystems,on the basis of in-depth analysis,puts forward some countermeasures for constructing the recognition system of impoverished undergraduates in guangxi.Based on the analysis of the status quo and causes of the identification of poverty-stricken students in colleges and universities in guangxi,the author believes that the accuracy of the identification of poverty-stricken students is greatly affected by the psychological and integrity problems of the families and individuals of poverty-stricken students,the problems of the government departments in the identification of poverty-stricken students,the identification methods of poverty-stricken students in colleges and universities,and the coordination problems among various subsystems.Therefore,aiming at the problems existing in the identification system of poverty-stricken college students in guangxi at present,this paper puts forward several countermeasures to construct the identification system of poverty-stricken college students in guangxi under coordinated governance.Improve the mechanism and clarify the responsibilities of management personnel at all levels;We will strengthen the synergy between the funding system,the government's poverty alleviation system and the identification system for poor college students,and use scientific management and identification methods such as big data and quantitative analysis.
