With the reform of higher education system,the funding system of poor students in China's colleges and universities has been changing,and the funding system has been continuously improved.But in practice,the widely used methods of identifying poor students which rely entirely on external system construction cannot always consider fairness,efficiency and moral examination,especially moral examination.Because morality cannot be institutionalized.Therefore,the basic work of funding poor students——the problem of identification of poor students has not been given a satisfactory solution to all stakeholders.Based on the background and related theories of identification problem of poor students in China's higher education institutions,two game models are established to describe and solve the identification problem of poor students.Different from previous methods to solve the problem of identifying poor students,the biggest feature of the models is based on self-recognition mechanism rather than external system identification mechanism.To realize the identification of the true or false poor students,solutions that take account of fairness,efficiency and moral examination are proposed.The logic of the "Poor Student Identification" game models is as follows: first,the game model of the famous "King Solomon's dilemma " problem solved by the early game theory researchers is used to study the equivalence of the "Poor Student Identification Problem".Then,based on the research method of Exemplifying modeling,two game models for the identification methods of poor students are constructed,including the "money guarantee coefficient" method and the "work-study student service" method.The key parameters of the models are the "money guarantee coefficient" and "work-study student service" time submitted by the poor students,and these two parameters are used as the basis for the recognition and identification of the poor students.In practice,if the models are cooperated with internal publicity and reporting and related department supervision and other measures to identify poor students,the effectiveness of the models will be better.Finally,in order to verify the effectiveness of the models,two undergraduate classes in a university were selected to carry out poor student identification experiments.The experimental results show that:(1)The identification methods designed based on the "Poor Student Identification Models" can significantly reduce the number of class-level poverty-funded applicants;(2)The methods can effectively eliminate some "false-poor students";(3)The methods can motivate the poor students who are unwilling to submit the application under the previous system to submit the "application";(4)The level of funding should be further optimized and adjusted.In the policy implementation section of the paper,through further analysis of model assumptions and records obtained from targeted interviews,the effectiveness of the model are studied,its advantages and solutions to possible problems are analyzed,and its application process,implementation safeguards,and some suggestions for the identification policy of poor students are put forward.The innovation of this paper is that: starting from game theory,it is the first time to put forward two simple and efficient methods for identifying poor students in colleges and universities: the "money guarantee factor" method and the "work-study student service" method which can be applied effectively.It is the first attempt to apply the theory of the "Salomon king dilemma" Exemplifying model theory to the study of poor students identification method.In order to test the effectiveness of the proposed method,the experimental parameters are set up to carry out the "black box" experiment for the poor students,and the process and conditions for the efficient application of the proposed method are analyzed.The results of this study have a certain reference value for enriching the method of identification of poor students in colleges and universities,and it is helpful to avoid the problems existing in poverty financing in colleges and universities.
