A Study On China's Volleyball Reserve Talent Training Featured With Government Procurement Of Public Services

The training of volleyball reserve talent is related to the development and improvement of volleyball in China.For the purpose of expanding the pool of volleyball reserve talent and improving the quality of talent training,it is of great significance to construct a new training mode that meets the requirements of the new era of socialist market economy and comprehensively deepening reforms.The original volleyball reserve talent training mode failed to adapt to the new changes in the development of the socialist market economy and the new requirements of comprehensively deepening reforms,resulting in the problems such as a scale-down of talent training,a decline in training quality,a lack of talent competitiveness and scattering of training resources.On July 31 st,2013,the State Council executive meeting investigated how to promote government procurement of public services(abbreviated as GPPS)from nongovernmental sectors,which has pointed out a new direction for accelerating the reform of administrative system,implementing the transformation of government functions,innovating the training mode of volleyball reserve talent and accomplishing the diversification of talent training.Based on the new public management theory and the principal-agent theory,this dissertation presents a comprehensive and in-depth study on the mode of China's volleyball reserve talent training from the perspective of GPPS,by adopting the research methods including literature reviews,expert interviews,questionnaire surveys,field investigations,case studies,mathematical statistics and logical analysis.It also analyzes the current training mode,finds out the main problems,and then investigates the practice of the GPPS volleyball reserve talent training that conforms to the social development of the new era.The study draws the following main conclusions:1.The basic theory of GPPS,combined with the current situation of volleyball reserve talent training in China,can provide theoretical support for the innovation of the practice of the GPPS volleyball reserve talent training.2.In China,volleyball reserve talent training,which is determined by the economic system and the administrative system,has gone through five main phases.The government plays the dominant role in the volleyball reserve talent training.In the new period,China's comprehensive deepening of reforms calls for a new mode of volleyball reserve talent training that meets the requirements of social development.3.The current volleyball reserve talent training mode in China is faced with the following main problems: the small scale of reserve talent training,the lack of matches,the uneven coaching ability of coaches,the emerging conflict between academic pursuits and volleyball training in different talent training modes,the limited accesses for reserve talent to approach further development,the lack of variety in funding sources and the deficiencies of the management system.4.Practice shows that the new training mode of volleyball reserve talent,in which social organizations participate in the training by GPPS,has basically taken shape.This mode scales up volleyball reserve talent,integrates the resources of coaches,strengthens the management of coaches,enriches the volleyball events,strikes a balance between school education and volleyball training,opens up diverse accesses to keep personal development,broadens the funding resources,and regulates the funding investment.The process of cooperation between government departments and social organizations has laid a practical foundation for the construction of the volleyball reserve talent training mode featured by GPPS.5.The GPPS training mode clarifies the respective functions of government departments and social organizations and improves China's state-run system for training volleyball reserve talent,in line with the requirements of the development of sports undertakings in the new era of socialist market economy construction and comprehensive deepening reforms.It can provide reference for the reserve talent training for other sports and provide a basis for the government to formulate policies and regulations related to procurement of public sports services.
