Non-cooperative Research In Government Procurement Of Social Work Services

As the Reform and Openness goes further and economy booms rapidly,the society phenomenon such as the former and emerging social issues,various needs of our civics keep cropping up alongside the administrative reforms on the government functions which gear service orientation with simplified decentralization.Hence,the social capital stepping into public governance to solve the social issues,meet the civil needs and realize the social fairness becomes a must.The governments franchise social work organizations through cooperation and procurement to reflect the philosophy changes from what the dominant working style they use to be and the idea to give partially functions to social organizations to offer social services by pursuit the services of social workers.Although the cooperation between governments and social work organization has been consented,in practical field,however,there are still many non-cooperative issues impacted the service quality and the utilization efficiency of public resource,so it still long way to go.Hospital Y in W city is quoted as a case to reflect the problems such as the defects on role functions,capabilities,rights allocation and integral plan among the government,hospital and social work organization in the process of service of recovery on mental disorder patients.The concept of non-cooperation would be analyzed to reason those problems and resolutions would be raised to perfect the practices effect when government pursuits the service from social work organizations.The thesis can be divided to three sections.The first section is the Chapter one and Chapter two,which introduces the issues emerged in the course of government social service procurement form the perspectives of changes of government functions,the utilization efficiency on public resources and the specilization of social work,then literature review and concepts clarifying are following;the second section is the Chapter three and four:the brief introduce to social working service to the hospital Y in W city and problems analysis to the defects on role functions,capabilities,rights allocation and integral plan among the government,hospital and social work organization based on the cooperation theory;The third section is the Chapter five and six,the complain and relative suggestions would be made at last from three perspectives of cooperative mechanism,social organization development and social work.
