As "core competence" become the focus in the field of education around the world,our country also established in 2016,the Chinese student development framework,core competence education field under the leading of "core competence" for dealing with the breach of the basic education curriculum reform and education mode change,how to construct the core competence under the horizon of the construction and implementation of school-based curriculum in momentum to become the focus in the field of curriculum and teaching.This article through to the core competence,school-based curriculum and school-based curriculum implementation to carry on the literature review,the research status at home and abroad is analyzed,on the one hand,found the study of school-based curriculum lacks the core accomplishment of the horizon and the focus of curriculum implementation,in line with the core quality training of school-based curriculum implementation has no theoretical support.On the other hand also summarized based on the core accomplishment of school-based curriculum implementation of the ingredients and characteristics,and to determine the relationship between core accomplishment and school-based curriculum implementation,in order to enrich the content of the basic education curriculum reform theory research,and school-based curriculum implementation and core competence implementation to provide a new perspective.Combined with the theoretical research to this primary double "BO" school-based curriculum development and implementation as a case,the head of school-based curriculum development and implementation of the school and teachers,and students participation main body and individual parents such as investigation,interview,or class view,the school-based curriculum implementation based on core competence,found that it has many shortcomings.Double "BO" school-based curriculum implementation for international elementary school goals lead not comprehensive,formal inadequate security conditions,implement method,evaluation of a single problem,put forward to strengthen body training to deepen understanding,building a "home-school-community" trinity support system,break the barrier of the space-time and subject diversification of curriculum implementation,construct open evaluation system,and according to the construction of campus culture development of school-based curriculum implementation advice,core competence for students and also provides an important way to development,also for the present similar elementary school development of school-based curriculum implementation from the core accomplishment provides experience and enlightenment.To sum up,in the development of students' core competence,cultivate all-round development of people on the road,the implementation of school-based curriculum in elementary and middle schools in a number of exploration and efforts,in order to "core competence" hot spots of the core competence under the horizon of school-based curriculum implementation research,has made some success but still faces many difficulties,need to find a way out in all directions,need more research experts and scholars in the field curriculum and teaching.
