The report of the 19 th National Congress of the Communist Party of China clearly points out that the priority should be given to the development of education,the education modernization should be sped up,and education which satisfies people should be successfully provided.Private higher education is a strategic measure to fully develop and utilize social resources,expand the scale of higher education and improve the quality of the whole nation.For 40 years after the implementation of the reform and open-up policy,private colleges and universities have developed vigorously,effectively alleviating the contradiction between the shortage of resources in public schools and the increase in enrollment.However,the problems of the unstable group of teachers and unreasonable flow have grown into the commonness and bottleneck to restrict the sustainable and healthy development of private colleges and universities.Based on this practical problem,this study,taking relative theories and actual situation into consideration,makes an empirical research on the current situation and causes of the mobilization of private college and university teachers,which is expected to provide theoretical and practical support to build up the ranks of teachers and realize the reasonable flow and dynamic balance of teachers in private colleges and universities.Questionnaire survey and field research are main approaches adopted and applied in this research.Combining with literature research and expert interviews,compiling questionnaire for the Mobilization of Private College and University Teachers.After a comprehensive survey on 400 teachers questionnaires and interviews from more than 10 private colleges in the central and western regions,and using statistical analysis software SPSS21.0 to analyze the data.It is found that the current teachers' mobilization in private colleges and universities has such characteristics as being on severe loss and a large scale in momentum,being of asymmetrical one-way and out of order in mobilization direction.The main factors affecting the mobilization are system reasons,working environment reasons and personal subjective reasons.On the basis of the questionnaire survey,exploring the the ways,effects and existing problems of teachers' mobilization of private colleges and universities to realize dynamic balance by a case study of the S College in Chongqing.Referring to the experience and inspiration from the faculty building of private universities in developed countries,and combining with the reality of our country,this study puts forward countermeasures to realize the rational teachers' mobilization of private colleges and universities from the perspective of dynamic balance by the following points.First,optimize the external environment for the development of private colleges and universities by adjusting and improving the system of policies and regulations at the system-related level.Second,improve the management level of private university teachers to create a reasonable flow of internal environment at the working environment level.Third,enhance the professional quality and strengthen the self-management of teachers in private colleges and universities at the level of individual subjective factors.
