Analysis Of China's Policy Research And Improvement Of The Stadium

Since the founding of the People's Republic of China,under the guidance of the national macro-policy,China's economy has achieved rapid growth,the living standards of the people have been rapidly improved,and the demand for sports has also been continuously improved.As an important material carrier of sports cause and industrial development,stadiums and gymnasiums have also been developed rapidly in the past 70 years.The number of stadiums and gymnasiums has increased rapidly,the scale is increasing,the construction level is gradually improved,and the functions are constantly complete.The achievement of these achievements can not be separated from the correct guidance and standardization of stadiums and gymnasiums policy.Although the policy of stadiums and gymnasiums has achieved good results in the process of development,it still needs to be further improved.There are still high idle rate,high resource consumption and high cost in the development of stadiums and gymnasiums.The problem needs to be properly guided,supported and standardized by perfect policies so that stadiums and gymnasiums can develop scientifically and healthily.This paper takes the policy of stadiums and gymnasiums promulgated by the government in the 70 years since the founding of the people's Republic of China as the research object,and adopts the methods of literature,expert interview,field investigation,content analysis and logical analysis.The research results and analysis process show that according to the background of sports policy development and expert suggestions,the stadium policy is divided into four stages,and the stadium policy is classified and sorted out from the time,content and hierarchical latitude.Then,combined with the literature and the actual development of stadiums and gymnasiums,this paper probes into and analyzes the basic characteristics and achievements of the evolution of stadiums and gymnasiums,and sums up the problems of imperfect stadiums and gymnasiums in the development of stadiums and gymnasiums.And in-depth analysis of its imperfect constraints.Finally,drawing lessons from the current advanced experience of foreign stadium policy,we do not have the supporting policy,policy formulation,implementation and evaluation of the stadium policy in our country.The shortcomings of the same stage,put forward targeted suggestions.The main conclusions of this paper are as follows:(1)In the 70 years of development,the policy development of stadiums and gymnasiums shows certain characteristics: the formulation of the main body tends to be linked,from emphasis on construction and management,and the content tends to be concrete.The gymnasium policy has achieved results: under the guidance of the policy,theindustrial chain of the stadium industry has been gradually formed;the number,scale and investment of stadiums and gymnasiums have been increasing;the opening rate has been obviously improved;and the construction and management of stadiums and gymnasiums have been standardized and standardized.(2)Optimization of stadiums and gymnasiums policy: perfect stadiums and gymnasiums land use policy,complete tax and energy cost policy,distribution system policy and post appointment policy.Policy formulation: to improve the democratic participation in stadium policy formulation,venue policy formulation should reflect its authority,policy formulation should take into account different venues.Policy implementation: improve the main body of venue policy implementation,strengthen the overall cooperation between departments,strengthen the supervision of policy implementation.Policy evaluation: institutionalization of venue policy evaluation,establishment of venue policy evaluation index system.(3)The deficiencies in the stadiums and gymnasiums policy are as follows:1)The lack of supporting policies for stadiums and gymnasiums;2)The scope of application of stadiums and gymnasiums policy is limited;3)The degree of democratic participation in the formulation of stadiums and gymnasiums is low;4)The implementation of stadiums and gymnasiums policy is not in place;5)The policy monitoring and evaluation of stadiums and gymnasiums is not enough.According to the above questions,the following relevant suggestions are put forward:(1)Improve the supporting policies of stadiums and gymnasiums as soon as possible.(2)Expand the scope of application of venue policy.(3)To improve democratic participation in the formulation of stadium policies.(4)Strengthen the supervision of venue policy implementation.(5)Accelerate the establishment of stadium policy evaluation system.
