From the development situation of the global industry chain,the readjustment of the global industrial structure provides a new opportunity to elevate China's industries to the high range of the global value chain;From the stage of domestic economic development,China is in a new period of turning from the factor-driven to innovation-driven.The Supply-side reform is the way which must be passed.and the transformation of economical development mode and the structural adjustment.On the one hand,the "high-end leap" in the manufacturing industry,the economic transformation and the structure adjustment need to be supported by talents;On the other hand,it is necessary to promote the industrialization process of soft resources in order to create a leading area of innovation driven development.The nineteen party clearly pointed out that"People with talent are a strategic resource for China as it endeavors to achieve national rejuvenation and stay ahead in international competition,so we should assemble the best minds across the land and draw fully on their expertise".How to "gathering" is the first important thing.The key to gathering talents is to understand the employment choice behavior of talents,so as to rationally guide the flow of talents through policies.Therefore,based on the perspective of soft resource industrialization,this paper explores the employment choice behavior of high-educated group.Based on the interactive relationship between the soft resource industry and high-educated group,this paper analyzes the employment status of high-educated group from the perspective of soft resource industrialization.Then,the paper evaluates the soft resources industrialization of 30 provinces and cities in 2001-2015 years by the comprehensive evaluation method of longitudinal and transverse grade up-scale,and explores the relationship between the location distribution of the soft resource industry and the employment location selection of the high-educated group by combining the employment location selection behavior of the high-educated group from the perspective of the industrialization of soft resources.Then,on the basis of the evaluation system and the mutual relationship,the PVAR model(panel vector autoregressive model)is constructed to empirical analyze the interaction relationship between the high-educated group and the soft resource industry&the relationship between the soft resource industrialization and the employment location selection of the high-educated group.Finally,the policy recommendations for absorbing,retaining and training human resources are put forward in the perspective of soft resource industrialization.The main conclusions of this paper are as follows:(1)The development level of China's soft resources industrialization is in the rising stage as a whole,but the spatial distribution shows the trapezoid distribution of the east-high and west-low.The spatial distribution of the soft resources industrialization determines the location choice of the high-educated group,which makes the distribution of the high knowledge group present difference.(2)From 2001 to 2015,30 provinces and cities in China had formed a good interaction mode between soft resource industrialization and high-educated group.The soft resource industry,as a carrier of the high education group,can meet the material needs and spiritual needs of the high-educated group.The aggregation of high educational groups can also promote the communication between high educated individuals,not only promote the re-creation of knowledge and improve the skills,but also promote the innovation effect.And further promote the upgrading of the level of the industrialization of soft resources.
