With the development of China's high-tech industries beginning in the 1980s,especially with the establishment of national high-tech parks throughout China since the 1990s,the agglomeration of high-tech industries begins to take shape.Consequently,it stimulates the development of local economy, and attracts high-tech talents inflows, thus the agglomeration of high-tech talents. However, due to different levels of economic and social development, the agglomerations of high-tech industries have shown great differences in defferent regions, both in models and in quality. The attraction of different high-tech industrial clusters to high-tech talents is also varied, for instance, some high-tech industries encounter enormous problems such as the shortage of high-tech talents, the irrational distribution, and the poor management, which will become critical obstacles to the high-quality development of high-tech industrial clusters in China. Therefore,it is necessary to study whether the agglomeration of high-tech industries in some areas can promote the distribution of high-tech talents, and whether the concentration of high-tech talents can further enhance the technological innovation and comprehensive competitiveness in high-tech industries. All these require deep explorations and strategic solutions to the problems concerned.Firstly, this dissertation begins with the introducion of related theorires, and summarizes the studies on industrial agglomeration, talents agglomeration, and the relationship between industrial agglomeration and talents concentration both at home and abroad,as well as the relationship between industrial agglomeration and talents distributions. It also analyzes in depth the theories such as "Push-Pull Theory",Matthew Effect, and Knowledge Spillover Effect. It studies favorable effects of industrial agglomeration on talents distribution.Secondly, under the guidance of the related theories, this dissertation analyzes the status quo of high-tech industrialagglomeration and talent concentration in 29 provinces, municipalities and autonomous regions in China, focusing on constructing indicators of high-tech industrial location entropy and high-tech talent location entropy. The findings of the study show that high-tech talents have a relatively high degree of concentration in high-tech industrial clusters in China, but also suggest a trend of significant decrease. Finally,in order to further study the impact of high-tech industrial agglomeration on high-tech talents concentration, this dissertation constructs fixed-effect models at regional(Eastern-Cental-Western)and national levels, and selects fixed asset concentration, accessibility, and regional openness as control variables.Software STATA is employed for regression analysis. In conclusion, from a national perspective,China's high-tech industry clustering has not brought about a significant concentration of talents;the concentration of fixed assets and the openness of regions have had a positive impact on the concentration of high-tech talents;the fast and convenient transportation has been negative for higt-tech talents distribution. From the regional perspective, the convenience of transportation and the opening of the regions have positive effects on the concentration of talents in Eastern,Central and Western regions, while high-tech industrial agglomeration and fixed asset concentration attract more high-tech talents.Certainly, the impact varies from one area to another.
